Police update on homicide in Micoud

(PRESS RELEASE) — Officers attached to the Micoud Police Station responded to a report of a shooting at Latille, Micoud on Wednesday, May 1, 2019, about 1:15 p.m.

On arrival, responding officers noticed the lifeless body of a male, with apparent gunshot injuries.

He was subsequently pronounced dead by a medical practitioner.

The victim has been formally identified as Chris Eric Charles, a Dominican national residing at Ravine Chabot.

A post mortem examination is scheduled for a subsequent date.

Anyone with information regarding this incident is asked to contact the nearest police station, or the Micoud Police Station at 456-3670.

BREAKING NEWS: One injured, one arrested, firearm recovered after Gros Islet shooting

(SNO) — A shooting incident in Grand Riviere, Gros Islet on Wednesday night has left one male individual nursing a gunshot wound and another behind bars, according to law enforcement sources.

The victim sustained a gunshot wound to the leg. The wound is not considered life-threatening, according to sources.

Another male individual was arrested shortly after the shooting when police caught him in possession of a 3.80 firearm with 10 rounds of ammunition, sources said.

The incident occurred around 9 p.m.

“Some guys went out, fired shots at some people,” said one source. “The police was in the area and responded. They got the guy leaving the area. When he was searched the firearm was recovered; 3.80 (spent) shells was recovered on the scene.”

This shooting incident occurred about eight hours after the bullet-riddled lifeless body of Dominican national, Eric E. Charles, 46, was discovered in Latille, Micoud.

(SNO) –– A 46-year-old Dominican national who was gunned down in Saint Lucia on Wednesday, was a former gangster, drug dealer and ex-convict who turned his life around at some point and became a motivational speaker and gospel minister, according to his social media accounts and friends.

Chris E. Charles, who lived in Ravine Chabot, Saint Lucia but was originally from Portsmouth, Dominica, was found dead with multiple gunshot wounds on a dirt road in Latille, Micoud on Wednesday, May 1, 2019.

Police responded to the report of the shooting at about 1:15 p.m.

Charles, according to a 2013 Youtube post/videoo, was born in Dominica but left the island for the United States of America “‘for a better life” and instead ended up in “the hustler life” which led him to his incarceration.

“Now, he has found the solution that has changed him life from being a Criminal, American Gangsta, Hustler and an Ex-Convict to a motivational speaker to the young generations out there who think that the thug life is a game they can win,” according to the Youtube post.

Below, in the 12-minute video, published in 2013, Charles spoke about his life as a criminal and “true hustler”. After the video read some of the comments from his family and friends.

Prime Minister Chastanet attending special CARICOM meeting on security in Trinidad

(PRESS RELEASE) — Prime Minister Honourable Allen Michael Chastanet is currently in Port of Spain, Trinidad for the Nineteenth Special Meeting of the Conference of CARICOM Heads of Government.

The meeting focuses on citizen safety and security, specifically the management of the Regional Security Framework.

CARICOM has recognized that crime has become one of the main challenges threatening economies and livelihoods in Caribbean countries hence among the agenda items down for discussion are a Rapid Response Mechanism, standardized vetting of security personnel and determinants of crime, as well as the engagement of international partners.

The Nineteenth Special Meeting of the Conference wraps up later today.

Crime and security is the fourth pillar of the regional integration process and the Council for National Security and Law Enforcement (CONSLE) coordinates security and law enforcement arrangements across the Community.

The Community Strategic Plan 2015-2019 identifies enhancing citizen security and justice as a strategy of its Social Resilience Strategic Priority.

Gros Islet man charged for possession of firearm, ammunition after shooting

(SNO) — Police have charged a man who was caught with a firearm and ammunition shortly after a shooting incident in Grand Riviere, Gros Islet Wednesday night that left at least one person injured.

Charged is 30-year-old Michael Philip Laurent, a resident of Grand Riviere.

He was charged for the offence of the possession of firearm and ammunition, and reportedly received bail.

However, the bail conditions were not immediately available to our newsroom.

Laurent was caught with a 3.80 firearm and 10 rounds of ammunition, sources said.

He was nabbed by cops who were reportedly responding to the sound of gunshots in the area, around 9 p.m. Wednesday.

The victim of the shooting sustained a gunshot wound to the leg which is not considered life-threatening, according to sources.

“Some guys went out, fired shots at some people,” said one source. “The police was in the area and responded. They got the guy leaving the area. When he was searched the firearm was recovered; 3.80 (spent) shells was recovered on the scene.”

This shooting incident occurred about eight hours after the bullet-riddled lifeless body of Dominican national, Eric E. Charles, 46, was discovered in Latille, Micoud.

Reports of gunshots in Marchand

Residents of areas in and around Marchand have reported hearing gunshots Sunday night.

There were no immediate reports of injuries or death.

Our newsroom received the first report of a shooting at 7:45 p.m., but no additional information was available.

However, at 8 p.m. we received another report of a shooting the Black Mallet area.

According to the source, her sister was outside when the gunshots rang out.

“She was outside and ran when she heard it. It was quite a few. She heard it was like a drive-by but don’t know if anyone got shot as yet,” the source said.

Marchand has been a hotbed of violence over the past several weeks. At least five people have been shot, including one fatally, in separate incidents.

Police and gunmen reportedly traded shots in March on the night of April 25, but there were no reports of injuries.

“The place is turning into a war zone and I seriously don’t understand why those guys feel it is okay just to shoot for fun. Where are the guns coming from? These guys just tarnish the Marchand area,” a source familiar with the Marchand area told St. Lucia News Online.

20-year-old charged with killing Canaries youth leader

A man has been charged in connection with the April 29, 2019 killing of a former youth leader in Canaries.

Christo Ethan Flermius, 20, of Floravilla, Canaries was arrested and charged on Thursday, May 2 for causing the death of 24-year-old Kadeem Joseph, also a resident of Floravilla, Canaries, who was stabbed during an altercation on April 29, about 6 p.m., on Dix Street, Canaries, police said in a news release on Monday.

Joseph was later pronounced dead on arrival at the Soufriere Hospital, police said.

A brief video of the aftermath of the stabbing went viral. It shows a motionless and bleeding Joseph being attended to by residents.

Joseph is known for his involvement in community activities in Canaries, particularly among the youth.

In 2016, he was elected president of ProjectCan Reloaded, a youth organization in Canaries.

Meanwhile, the release said Flermius was remanded in custody after he appeared at the First District Court.

He is scheduled to reappear in court on June 19, 2019, police said.

Grand Riviere man gets $5,000 bail for possession of pistol and ammunition

A male resident of Grand Riviere, Gros islet was granted bail in the sum of $5,000 cash or suitable surety when he appeared in the First District Court on firearm-related charges, police said in a news release on Monday.

Michael Phillip Laurent, 30, was on Friday, May 3 charged with the possession of a firearm and ammunition without a valid license, police said.

Laurent is expected to return to court on Wednesday, June 12, 2019.

He was caught with a .380 pistol and 10 rounds of ammunition on Wednesday, May 1, around 9 p.m., when officers from the Gros Islet Police Station searched him, according to law enforcement sources.

Reports are that Laurent was searched after police responded to a shooting in Grand Riviere, Gros Islet on Wednesday, May 1, which left one male individual nursing a gunshot wound to the leg.

Armed robbery of ‘Chinese restaurant’ in Castries caught on camera (see viral videos)

The Sea Town ‘Chinese restaurant’ on Brazil Street, Castries was robbed by two bandits on Sunday night, May 5.

And videos of the robbery have gone viral (SEE VIDEOS BELOW THE ARTICLE)

The robbery, which occurred minutes before 7 p.m., was carried out by two males, one armed with a knife and the other with a handgun.

No one was harmed.

The bandits entered the restaurant just as a male customer, who was accompanied by a child, appears to be making an order. The customer dashes out of the way when he notices the bandits.


In the videos, the bandit with the firearm is the first to enter the restaurant, without wearing a mask. However, seconds later he pulls a black rag from his shorts and uses it to cover his face, from the nose down.

After pulling out the firearm, he points it at an Asian-looking man, who was seated, for a brief moment while the other bandit, who is dressed in a greenish hoodie and shorts, and brandishing a knife, makes his way to the cashier counter, and makes demands from the female employee, who complies.

After taking cash, the bandit appears to take beverages from the freezer as the video ends.

Reports are that they managed to take less than $200 in cash.

The frightened female employee had only resumed working at the restaurant for a few days, according to sources.

The Asian-looking man, who was seated when the bandits arrived, is reportedly the restaurant’s chef, a national of The Philippines.

There have been no reports of any arrest made in the matter but we will provide more information as it becomes available.

Saint Lucia government loses case of fatal police shooting in Babonneau

(PRESS RELEASE) — Statement by Mary M. Francis, attorney-at-Law and coordinator of the National Centre For Legal Aid And Human Rights Inc., May 7, 2019,  on behalf of the mother of Mandy Louisy.

Dead man vindicated: On Friday, May 3, 2019, judgment was rendered against the State in favour of the mother of Mandy Louisy.

Mandy Louisy of Chassin, Babonneau was shot by police, about 12:30 a.m. on August 9, 2013 on the road in Babonneau, after being stopped by police. As a result of the shooting he died. Mandy was 32 years old, a strong healthy young man and a boat captain by occupation.

On January 31, 2014, a claim for unlawful death was filed against the attorney general, representing the State. Self-defence was alleged on behalf of the police who claimed being attacked with a knife by Mandy.

However, the judge in her judgment, dismissed their defence. On page 25, the Judge stated: “The knife just does not make sense in the sequence of events. I accept that there was a struggle but I do not accept that Mandy had any knife. When I consider this along with the other inconsistencies, I do not accept the evidence of the defendant as being totally credible.”

The judge further stated: “No evidence was led that this knife was ever examined or tested to ascertain that if it was Mandy’s in light of the evidence that such behavior did not accord with who Mandy was. I do not believe that Mandy had any knife.”

The judge concluded at page 29: “By way of conclusion I do not accept that P.C McVane shot Mandy in self defence and I therefore find that the shooting of Mandy was unlawful and an excessive use of force in the circumstances. I also find that P.C Vane and P.C Polius were negligent in their handling of Mandy from their first contact with him. The claimant is therefore entitled to damages.”

Damages were awarded in the sum of $14,838.98 with interest at the rate of 6%.

For the family of Mandy Louisy, his loss will always be felt, however Mandy’s reputation though he is dead, killed by police, has been restored as being a peaceful person during his short life.

This decision is particularly important in light of a 2014 inquest and verdict of lawful killing by the police. The family was represented and a request was made to re-open the Inquest on account of certain irregularity.

Armed robbery at Elcock’s shop in Anse La Raye revives memory of fatal shooting

In December 2016, Glasgow was shot and killed after an alleged robbery at Elcock’s shop, where an armed robbery also occurred on Monday, May 6, 2019

The brazen daylight armed robbery on Monday, May 6 at Elcock’s shop in Morne D’or, Anse La Raye brings back memories of a fatal shooting that occurred at the same business place.

Reports indicate that around 2:30 p.m.,  a car stopped at the shop and three masked individuals, all brandishing firearms, came out of the vehicle and made demands.

The bandits left with a CPJ goods/sales van and a licensed firearm, taken from the owner of the shop, according to reports.

About six people — including CPJ workers — were at the shop at the time of the incident. However, no one was harmed and nothing else was taken by the bandits.

A voice-note circulating on social media, of a male talking about the incident, has indicated that the CPJ ‘wines and spirits’ van was recovered nearby in Vanard, shortly after the robbery. However, St. Lucia News Online has not been able to officially verify this information.

This incident comes about two and a half years after the shooting death of 57-year-old Hippolyte Glasgow of Morne D’or, after an alleged robbery at Elcock’s business.

A police press release at the time stated: “According to reports, on Monday, December 12, 2016 about 9:40 a.m. two unmasked males were fleeing from Elcock’s supermarket after an alleged robbery, during which time gunshots were fired resulting in the deceased sustaining a wound about the chest area.”

A post-mortem revealed Glasgow, a former barman for Sandals resort, died “as a result of hemorrhagic shock secondary to a gunshot injury to the chest”. His death was the 29th homicide in 2016.

A St. Lucia News Online report, at that time, indicated that just minutes before he was shot, the Morne D’or resident had left the supermarket after purchasing flour and was sitting on the side of the road.

Residents in the area believe Glasgow was shot because he knew the bandits.

Meanwhile, an eyewitness to the most recent robbery at Elcock’s told MBC that this was the second time a robbery occurred at the shop.

Explaining what happened, Gillbert Cook told MBC: “We just saw a vehicle reversing towards the shop with a number 43. So am saying that number looking strange. Forty-three? Yea, and as I finished say that, the guys just pulled out of the car, three of them, each of them had guns.

“There was a goods vehicle outside, they went straight up to the guy and say pass the keys and they point a pistol at a friend of mine who was there, who has a licensed firearm. They asked him to lift up his shirt and they took the firearm.”

Cook told MBC that the incident has left the patrons extremely traumatised. He said this was the first time he was witnessing such an incident.

Police are reportedly investigating the incident. But have they solved Glasgow’s homicide?

Two days after he was killed, news broke that a male suspect was hospitalized after being shot in the leg. It was also reported that he was suspected to be one of two males who shot Glasgow.

There has been no update since.

BREAKING NEWS: Arrest made in Castries Chinese restaurant robbery

Police have made an arrest in connection with the armed robbery of Sea Town ‘Chinese restaurant’ on Brazil Street, Castries by two bandits on Sunday night, May 5, according to law enforcement sources.

One of the bandits was arrested on Tuesday, May 7 by Gros Islet police officers, sources have told St. Lucia News Online.

The suspect is from Corinth, Gros Islet and is believed to be the bandit who was armed with a firearm and only placed a towel over his face shortly after entering the restaurant, sources say.

The second bandit was armed with a knife and wore a greenish hoodie.

According to sources, the suspect hasn’t been charged but he remains in police custody.

Videos of the robbery, which was captured by security cameras, have gone viral.

The bandits got cash and beverage but did not harm the Filipino chef and the cashier.

A male customer who was in the restaurant dashed out seconds after he saw the bandits, leaving a child he had brought with him.

Man abandons child in Castries armed robbery; rights activist calls incident “unfortunate”

Screenshots of the video show the man arriving with the child, with him looking as the bandits enter the restaurant and finally, when he dashes out.

A number of people have expressed dismay on social media at a man who dashed left a child during the recent armed robbery of the Sea Town ‘Chinese restaurant’ on Brazil Street, Castries.

Some persons have branded the man a “coward”.

Macy wrote: “As none of us know for sure how we would react; but I pray to God, I wouldn’t leave my child behind. Now he has to live with the shame of running out on a poor helpless child.”

“This guy has no love for his own child. My first instinct would have been to turn around looking for my kid after seeing this, scoop him up and run. The ‘waste of time’ simply looked after himself,” Anonymous wrote.

Another person said: “The worst part of the story is where a terrified customer run away leaving a hopeless little child behind…..what a coward! I certainly was not leaving without my child.”

However, Human Rights Advocate, Felicia Browne, says while she does not support the man’s action, she said the situation was “unfortunate”.

“It is unfortunate that the parent and child were placed in such a traumatic situation,” Browne told St. Lucia News Online. “However, we should not be too harsh on the parent as during times of dangerous situations we never know how the mind or body would respond. Some persons may faint, others may defend and try to protect the innocent child. But gun violence is never an easy experience for anyone including a young child.”

Browne said the focus should not be removed from the fact that the criminals felt comfortable to attack a business place with an innocent child.

“Have you ever experienced guns or a gun pointing at you,” she asked. “I did not support what he did but like I said, we do not know why he did that.”

She further explained that “fear can make anyone respond differently to what he or she knows better”.

“It is unfortunate,” she emphasised. “Every parent must protect the child but with guns and fear, who knows what mental condition the parent was under.”

The bandits, one armed with a gun and the other with a knife, took less than 200 dollars in cash and beverages, but did not harm the chef and cashier. The incident occurred around 7 p.m. on Sunday, May 5.

Videos of the robbery, captured on security cameras, have gone viral.

A suspect is currently in police custody.

Botham Jean’s mother criticized by US talk show host

“Dangerous, defamatory and uniquely evil” are the words attorney S. Lee Merritt used to describe an American radio talk show host who verbally attacked Botham Jean’s mother, Allison.

Merrit, one of the attorneys representing the Saint Lucian Jean family, posted on Twitter, a clip of Chris Krok of WBAP radio in Texas trash-talking Botham’s mother.

Krok called Allison a liar.

“She is filled with bitterness and hatred and she is going to cause a riot in Dallas. Botham Jean’s mother is consumed with hate… She wants to make money off of this for some reason,” Krok said.

And he went even lower: “God took Botham away for some reason. God chose to use Amber Guyger to do that.”

“This was dangerous, defamatory and uniquely evil,” Merrit said in his Twitter post.

Amber Guyger was employed with the Dallas police when she shot and killed Jean in his own apartment on Sept. 6, 2018. She claimed that she mistook Jean’s apartment for her own.

After protests and widespread news coverage, Guyger, by then axed from the police department, was finally indicted by a grand jury on Dec. 1 for murder. She was released on $200,000 bond after being booked.

The trial is set for Sept. 23.

UPDATE: Teen charged with killing Guyanese national appears in court

A 19-year-old from Bagatelle, Castries, charged with the murder of Guyanese national Michael Pooran, appeared in court on Thursday, May 9, 2019.

Pooran, 26, was stabbed to death on February 24 in Bagatelle.

Police from the Marchand Police Station responded to the incident around 5 a.m. on that day.

On February 27, Matthew Defleurmon Jr., aka Bow Man, was formally arrested and charged for murder.

The police said he was escorted to the First District Court where he was remanded in custody — until his appearance in court this Thursday.

The teen is scheduled to return to court on June 21, 2019.

The circumstances surrounding the stabbing is not clear, despite allegations that the incident stemmed from homophobic remarks.

The dead man’s family is also puzzled as to what led to the killing as they claim that the deceased had no known problems with anyone.

Brothers charged with killing Castries businessman ‘Stan’ Pistol

Two brothers have now been charged in connection with the homicide of a Castries businessman.

Police said on Thursday, Donavan Ismael, 17, of Marchand, Castries is the second individual to be charged in connection with the fatal shooting of Joseph Stanislaus Pistol.

The incident occurred around 8 p.m. on Wednesday, March 13.

His brother Rueben Ismael, 19, of Marchand was arrested and charged on April 27.

Donavan was ordered remanded in custody at Bordelais Correctional Facility when he appeared in court today (Thursday). Reuben was also remanded when he appeared in court last month.

Can Amber Guyger get a fair murder trial in Dallas for the shooting of Botham Jean?

Amber Guyger’s murder trial is set for September, a year after she shot Botham Jean to death in his Dallas apartment.

But will the jury deciding the former police officer’s fate be seated in Dallas or some other Texas county?

State District Judge Tammy Kemp issued a gag order to stop the attorneys in the case from speaking about it outside the courtroom.

But news coverage has persisted ever since Guyger shot Jean on Sept. 6. Guyger, who was off-duty but still in uniform, said she confused his apartment for her own and thought he was a burglar.

As the trial approaches, Dallas attorneys say, the defense will likely file a motion asking the judge for a change of venue, saying Guyger can’t have a fair trial in Dallas. It’s not about whether potential jurors have heard details of the case. It’s whether they already have an opinion about her guilt or innocence.

There’s been no shortage of news this year to sway potential jurors one way or the other:

  • Guyger’s 911 call after shooting 26-year-old Jean was made public within the last few weeks.
  • Cases that Guyger filed before the shooting were dismissed because the Dallas County district attorney’s office won’t sponsor her as a witness.
  • The news media cover her court appearances, even with a gag order in place obscuring what happens behind closed doors.

Dallas attorneys unaffiliated with the case are divided about whether a Dallas jury can be fair and impartial about the shooting at the South Side Flats apartments. To take a look at how Kemp might decide, The Dallas Morning News spoke with a prosecutor, a defense attorney and a judge in North Texas cases in which changes of venue were granted.

One of those cases involved the murders of Kaufman County District Attorney Mike McLelland, his wife, Cynthia, and top prosecutor Mark Hasse. Hasse was slain in a Kaufman County courthouse parking lot in January 2013, and the McLellands were gunned down in their home over Easter weekend that same year.

Had their killer, Eric Williams, been tried where the crimes occurred in Kaufman County, jurors could have parked where Hasse was killed as they went to court each day. And the trial would have taken place in the same building where Mike McLelland and Hasse worked and where Cynthia McLelland brought the staff cookies.

Those facts, as well as the intense publicity as law enforcement hunted the once-unknown killers for months and media coverage afterward, led then-state District Judge Mike Snipes to move the case to neighboring Rockwall County, with the assent of prosecutors.

The jury sent Williams to death row and his wife, Kim, pleaded guilty to murder in exchange for 40 years in prison. She cooperated with prosecutors and testified at her husband’s trial, giving bone-chilling testimony about the murders.

Defense attorney Matthew Seymour, who represented Eric Williams, said he doubts Guyger’s attorneys can meet the high bar needed to move the trial to another county. He noted that Dallas County is much bigger than Kaufman and that an impartial jury can be found here.

Seymour said even he doesn’t know much about the case, although he’s at the criminal courthouse every day as a Dallas County public defender.

“If you ask me where he was shot, I can’t tell you,” said Seymour. “I believe it was in Dallas. But I can’t tell you where.”

Dallas attorney Tom D’Amore disagrees, saying Guyger’s case should probably relocate.

Now a defense attorney, D’Amore once prosecuted one of the “Texas 7” prison escapees who killed Irving police Officer Aubrey Hawkins on Christmas Eve 2000. Michael Rodriguez, who has since been executed, is the only one of the escapees whose trial was moved. He was tried in East Texas.

“With all the coverage it’s received so far, I have my doubts of whether she can get a fair trial in Dallas,” D’Amore said. “In all my 31 years of practicing law, it’s the top two or three” of how much media coverage the Guyger case has received. “If you read about something enough times, you’re going to make up your mind. That’s human nature.”

D’Amore said he’s never seen so many journalists show up for court dates when nothing is expected to happen and the intention is just for the prosecutors and defense attorneys to talk.

“A fair and impartial jury is much more available in a different venue,” he said.

What does Botham Jean’s family want?

Whether a Dallas jury can be fair and impartial is really about Guyger’s rights as a defendant.

But attorney Lee Merritt, who represents Jean’s family in a lawsuit against Guyger and the city of Dallas, said Jean’s family hopes the case remains in Dallas.

Merritt said the family fears that moving the trial out of Dallas will raise the bar needed for jurors to convict. Dallas County residents are more likely to have concerns about the training of the city’s police force than those who live in another county.

“We know Dallas County is one of the more liberal areas of Texas,” Merritt said. “Dallas County is more likely to convict Amber Guyger. Cases are meant to be tried in the community where they occurred.”

What are other ways to ensure a fair trial besides a change of venue?

The first step isn’t to move the trial to another county.

One of the first steps is a gag order, which Kemp put in place at Guyger’s first court date. The order prevents attorneys from both sides from commenting on the case to the media.

During trials with media coverage, judges repeatedly warn juries not to read, listen to or watch any news about the case. Judges also tell jurors not to do any independent research.

Jurors fill out questionnaires about their backgrounds and opinions in some cases.

Attorneys could also individually question jurors like they do in death penalty cases.

The process of picking a jury can take months if jurors are questioned individually. Guyger does not face the death penalty because she is charged with murder, not capital murder. But attorneys could still follow the same jury selection process.

These precautions mean it’s rarely necessary to move a trial, said Snipes, the former judge. And judges could always move a trial later if finding a jury in Dallas County proves impossible.

“You could always try to see if you could do it,” said Snipes.

A judge could request more potential jurors than usual. Snipes said a judge could try to seat 12 jurors plus alternate jurors to determine if there are enough impartial ones.

If too many jurors have formed an opinion, then a judge could consider moving the case.

What kinds of cases are usually moved to another county?

There aren’t a large number of cases that get moved in Dallas. Anecdotally, trials are moved out of the county more often when prosecutors seek the death penalty. But even the vast majority of death penalty cases remain in Dallas County.

The Office of Court Administration, which collects statistics on Texas courts, doesn’t track changes of venue in criminal courts.

In Dallas County, in addition to the Texas 7 trial, a change of venue was granted in the case of Darlie Routier, who killed her two young sons in Rowlett in 1996. Her trial was moved to Kerr County, northwest of San Antonio. The jury sent her to death row, where she remains.

Seymour, the defense attorney in the Williams case, said a judge is more likely to grant a change of venue when the defendant faces the death penalty.

“Death is different,” he said. “Death changes everything.”

Coincidentally, one of Guyger’s attorneys was a prosecutor in all three cases. Once a top prosecutor in the Dallas County DA’s office, Toby Shook prosecuted Routier and the prison escapees who killed Hawkins, and also was a special prosecutor in the Kaufman case. Mike McLelland asked Shook and Bill Wirskye, now the first assistant DA in Collin County, to prosecute the cases before McLelland and his wife were murdered.

Where could the judge move Guyger’s trial?

The case must remain in Texas but could move to another county. The trial couldn’t be in another state or in St. Lucia, where Jean is from and hoped to one day return and run for prime minister.

If Kemp moves the trial, she and the attorneys remain with the case. A judge and prosecutors from the other county don’t take over.

Has an appellate court ever overturned a Dallas County jury’s verdict because a case wasn’t moved?

Snipes, the judge, said he can only think of one case: Jack Ruby’s trial for killing Lee Harvey Oswald in 1963. Ruby walked down the ramp of the Dallas Police Department’s parking garage and shot Oswald days after Oswald assassinated President John F. Kennedy. Cameras captured Ruby shooting Oswald as police were about to transfer him to jail.

Ruby was convicted of the now-nonexistent charge of “murder with malice” and sentenced to death.

Texas’ highest criminal court, the Court of Criminal Appeals, found that Jacob Rubenstein — Ruby’s real name — was denied a fair trial, in part because the trial remained in Dallas.

Ruby died of cancer before he could be tried again.

Bruceville man arrested by SSU with firearm and ammunition

Another illegal firearm and a quantity of ammunition are off the streets of Saint Lucia.

Trevor Peter Donacien of Bruce, a 52-year-old resident of Brucefille, Vieux Fort, was earlier this week arrested and charged for the possession of a firearm and ammunition, according to a law enforcement official.

Reports that indicate that Special Services Unit (SSU) ‘south officers’, of the Royal Saint Lucia Police Force, were on a foot patrol in Bruceville, Vieux Fort, around 9:20 p.m. on Tuesday, when they noticed the alleged offender riding a bicycle towards their direction with no lights.

As a result, he was stopped by the officers who searched him and found a .40 Sig Sauer pistol with an undisclosed quantity of ammunition in his waist. The officers then arrested him.

He was on Wednesday, May 8 charged and taken to court where the magistrate granted him $5,000 on each charge, or suitable surety.

Donacien’s incident is the second report within two weeks of an illegal firearm being recovered law enforcement officials.

Michael Phillip Laurent, 30, of Grand Riviere, Gros islet was granted bail in the sum of $5,000 cash or suitable surety when he appeared in the First District Court on firearm-related charges, police said in a news release on Monday.

He was on Friday, May 3 charged with the possession of a firearm and ammunition without a valid license, police said.

He was caught with a .380 pistol and 10 rounds of ammunition on Wednesday, May 1, around 9 p.m., when officers from the Gros Islet Police Station searched him, according to law enforcement sources.

Reports are that Laurent was searched after police responded to a shooting in Grand Riviere, Gros Islet on Wednesday, May 1, which left one male individual nursing a gunshot wound to the leg.

Castries resident shot in case of “mistaken identity”— relatives

A 34-year-old city resident who was shot and robbed last Easter Monday in Marchand, Castries has died, relatives have confirmed.

Dwight “Smokey” Louis, a resident of Independence City, in the area of Entrepot, passed away at 7:29 a.m. today (Sunday, May 12) in the Intensive Care Unit (ICU) of Victoria Hospital, relatives have told St. Lucia News Online.

Louis was the son of the late Hyacinth “Tiny” St. Clair-Scott, manager at Scott’s Underground Boutique, and grandson to Louise “Zar” St.Clair-Justin, also deceased.

THE INCIDENT

On Sunday, his relatives gave St. Lucia News Online an account of what transpired on that public holiday, Monday, April 22.

According to them, Louis was walking home when he was attacked by three masked men, who shot him in the abdomen. After Louis fell, the gunmen took his wallet and cell phone then escaped on foot. The attack occurred around 11 p.m. near the Trou Rouge gap and TJ’s supermarket.

Relatives went on to say that Louis got up and ran some distance but collapsed again. Passersby saw him and immediately called emergency lines but got no answer, relatives told St. Lucia News Online.

As a result, passersby called the Marchand Police Station. By the time the cops arrived Louis had lost a lot of blood, but the lawmen wasted no time and transported him to Victoria Hospital.

According to relatives, the shot to his abdomen ruptured his liver and small intestines, resulting in two surgeries. They say he was “not strong enough” to do a third surgery.

BROKEN

Louis’ death has left the family “broken” but they are still “holding on”, St. Lucia News Online was told. However, they are not necessarily seeking answers as they were told by an eyewitness that the incident was an apparent “mistaken identity shooting”.

According to the relatives, the eyewitness, who could not identity the gunmen as they were wearing masks, said after shooting Louis, one of the bandits said “that’s not the fella”. Another insisted that they kill him nonetheless. They subsequently searched a dying Louis and took his wallet and phone.

Relatives said Louis was not known to be involved in illegal activity or associated with gangs. At the time of his death he was working with his stepfather at a clothing store in the city. Persons, writing on Facebook, have expressed shocked at his passing. Some were even unaware he was shot.

Louis’ mother passed away a couple years ago from cancer but his father is still alive, relatives said.

No one has been arrested for the shooting, which has now turned into an official homicide statistic.

MARCHAND VIOLENCE

Louis is the second person to have died as a result of the recent upsurge of violence in the Marchand community.

At least six people have been injured in separate shootings:

— April 18, 2019: Chad Ramsey, 33, of Rockhall, Marchand was shot in the head around midday while walking with a male relative. Ramsey fell on the sidewalk, at an intersection, near Broglie Street, and died. The relative escaped unharmed. A video circulating on social media shows Ramsey, face down, bleeding profusely on the concrete sidewalk. After his death, violence broke out in Marchand, however police have not said officially that his killing is linked to other incidents. A person claiming to be Ramsey’s friend had disclosed in a Facebook post that retaliation was inevitable.

— April 18, 2019: Michael Deterville, a resident of Rock Hall, Castries, was shot in Trou Rouge, Marchand — hours after Ramsey’s killing. Details about this shooting were not available.

— April 20, 2019: The Marchand Police Station received a report of a shooting incident at 11 p.m. in the Marchand area. Two persons were shot: Maria Willie, 56, of Trou Rouge, who sustained a gunshot wound in the right knee area and 47-year-old Donovan Williams, of Maynard Hill, Castries, who sustained a gunshot wound to his right heel. The injuries to both victims were not life-threatening. It was alleged that the shooting occurred at a karaoke event in Marchand. A source said gunmen opened fire at a male individual, hitting Williams and Willie. It was not clear if Williams was the target. No further information was available.

— April 21, 2019: Law enforcement confirmed that they received reports of gunshots being fired in areas of Marchand but there were no reports of injuries. “My sister said she ran inside,” one source said. “She said all through the day there was gunshots.”

— April 25, 2019: There was an alleged shootout between police on foot patrol and gunmen in an area in Marchand but there were no reports of injuries. “The place is turning into a war zone and I seriously don’t understand why those guys feel it is okay just to shoot for fun. Where are the guns coming from? These guys just tarnish the Marchand area,” a source familiar with the Marchand area told St. Lucia News Online at the time.

— May 5, 2019: Residents of areas in and around Marchand reported hearing gunshots but there were no reports of injuries or death. Our newsroom received the first report of a shooting at 7:45 p.m., but no additional information was available. However, at 8 p.m. we received another report of a shooting in the Black Mallet area. According to the source, her sister was outside when the gunshots rang out. “She was outside and ran when she heard it. It was quite a few. She heard it was like a drive-by but don’t know if anyone got shot as yet,” the source said at the time.

There have been reports of gunshots being heard in the Marchand area since.

Of interest, two Marchand brothers have been charged for the homicide of Joseph Stanislaus Pistol, who was gunned down in his business place, Kross Roads Minimart, in Cedars, around 9 p.m. on March 13, 2019.

Donavan Ismael, 17, of Marchand, Castries was charged last week for Pistol’s killing and his brother, Rueben Ismael, 19, also of Marchand, was arrested and charged on April 27.

Both brothers have since been remanded after appearing in court.

One individual shot, firearm, drugs recovered in Gros Islet police operation

Four individuals have been arrested — one sustaining gunshot wounds — during a police operation on Thursday, May 16 in Grand Riviere, Gros Islet which netted a firearm, ammunition and drugs, according to a police press release.

Police said a 9mm Beretta pistol,  14 rounds of ammunition and a “quantity of illicit drugs” were recovered during a search of a residence in Grand Riviere, Gros Islet, around 5:30 a.m.

As a result, four individuals were arrested with one sustaining gunshot injuries during apprehension, police said.

The injured suspect has been hospitalised in stable condition, while the other suspects are in police custody and charges are expected to be laid shortly, police said.

“Further information regarding the progress of this operation will be made available at the soonest,” the release said.
