Saint Lucian shot multiple times in Martinique

Police in Martinique are investigating the shooting of a Saint Lucian man during a robbery on Tuesday night, May 28, St. Lucia News Online has can confirm.

The victim is Deiking King from Derniere Rivière, Dennery. He is reported to be in his 30s.


Reports reaching St. Lucia News Online are that King was shot multiple times during the robbery of a scooter in the Robert Gaschette neighborhood.

Emergency officials responded to the report at 9:45 p.m.

According to French media reports, King was transported to hospital in a conscious state.

His current medical status is not clear.

Choiseul man found dead was accused of having sex with animals

A man who was found dead in the bushes of Roblot, Choiseul this afternoon (May 31) was in the past accused of bestiality and rape, according to numerous residents who spoke to St. Lucia News Online.

The body of Vincent Wilfred, who was reported to be in his 50s, was found hanging from a tree by a relative, around 2 p.m.

As soon as news broke of the incident, St. Lucia News Online received numerous reports that the deceased, popularly known as ‘Cakes’, had been accused by person(s) in the community of sleeping with their animals. It is also alleged that he was recently accused of raping a woman in the community.

Efforts to contact his relatives about the allegations have so far proved futile and a senior Choiseul police official, when contacted, said the police is “not privy to such information at this time”.

One resident told St. Lucia News Online that Wilfred was accused of sleeping with two sheep “about three months ago” and that one of his relatives had to pay the owner of the animals.

“It would be hypocritical of anyone to pretend that he was not accused of sexing the animals. Everybody in Choiseul knows about those rumours. The poor jab probably killed himself because of the rumours,” the resident said.

Wilfred was reportedly not financially stable and did gardening and odd jobs to survive.

Another resident told our newsroom that Wilfred “had problems” and was accused of having sex with animals.

“People used to give him lots of jokes about those things but he didn’t care, but the pressure was too much

The same resident said that a relative was advised to bring Wilfred to a doctor to “see whether he is right in the head”.

“That same sheep he had sex with, the owner sold it to a butcher,” the resident added.

Though Wilfred’s death is being investigated as a suspected suicide until a post-mortem, several people are wondering if the allegations of bestiality and rape could have led to his demise.

VIDEO: Young man accused of assaulting female student is severely beaten in Castries

Videos have surfaced of a young man being severely beaten by a number of people, including two female students, in Castries city.

Our newsroom is unable to confirm the date the videos were recorded however reports suggest that the incident may have occurred last week, on an evening, at an intersection of Brazil Street. It is not clear if the authorities are aware of the incident.


It is alleged that the young man, who is believed to be of unsound mind, had been accused of attacking females randomly.

He is alleged to have assaulted a schoolgirl, and that it was her relatives/friends who came to her aid and started to beat him.

She too later joined with another student in beating the young man. See the videos below (viewer discretion is advised — the content is graphic and contains expletives):

Saint Lucian police officer takes home regional award

A Saint Lucian police officer captured the first runner-up (second-place) award at the Amalgamated Security Services (ASS)/Association of Caribbean Commissioners of Police (ACCP) regional awards ceremony held at the Westin Grand Hotel in Grand Cayman, the Cayman Islands on May 22.

WPC 745 Esnard Flavius finished ahead of Constable Cerepha Bridgeman of Bermuda, who copped the second runner-up award.

Winning the “Top Caribbean Community” Police Officer title over 20 regional nominees was Veldon Ragguette, a native of Bequia, St Vincent and the Grenadines, working as an inspector in the Royal Police Force of Antigua and Barbuda, according to Searchlight newspaper.

Meanwhile, Saint Lucia’s Flavius has been lauded for her achievement by the Vieux Fort-based Rising Stars Police Youth Club, of which she is the vice chairperson.

According to its Facebook profile, Rising Stars is the brainchild of the Community Relations Branch, Southern Division, of the Royal Saint Lucia Police Force.

“We the members of the Rising Stars Police Youth Club are elated on this great achievement…. Congratulations Miss Esnard Heaven Sent Flavius. We are extremely proud of you. We love you and we wish you the best in your future endeavors,” the Club said in a Facebook post.

Woman shot in Odsan

A gun attack on a residence in Odsan twice in one day has left a woman nursing a gunshot injury, the victim’s sister has disclosed.

The victim sustained a gunshot wound to her back in the second attack that occurred around 10:30 p.m. on Saturday, June 1. The first attack occurred sometime between 10 a.m. and 11 a.m. the same day.

The victim’s sister further told St. Lucia News Online that she believes her sister’s teenaged son was the target of both attacks, based on “word on the road”.

Though she was discharged from Victoria Hospital on Sunday, the woman is still suffering from the effects of a bullet lodged close to her spine, the sister said.

“Doctors [at Victoria Hospital] can’t remove the bullet. They say it might cripple her for life or she may [have to] live with it for the rest of her life,” the sister said. “She got a referral to go to a health center today (Monday) and she has to return….”

The sister said police are investigating both incidents.

Vehicle stolen from Bois D’Orange

A Chevrolet Spark motor vehicle has been stolen from Bois D’range, Gros Islet.

According to information obtained by St. Lucia News Online, the vehicle was taken around 5:00 this morning (June 4).

The vehicle’s registration number is PL1914 but may have been changed by the culprit/s.

Anyone with information about the vehicle’s whereabouts is kindly asked to call 484-5242 or to contact the nearest police station.

Amber Guyger appears in court for murder case in fatal shooting of Botham Jean (video)

(DALLAS NEWS) — Fired Dallas police officer Amber Guyger appeared in court Thursday, her first time before the judge who will oversee her murder trial in the shooting death of Botham Jean.

During a 12-minute hearing, state District Judge Tammy Kemp quizzed attorneys about the leaking of Guyger’s 911 call after the shooting despite a gag order. In the call, Guyger sounds frantic about shooting Jean but also repeatedly mentions that she is going to lose her job as a police officer.

Guyger was off-duty but in uniform Sept. 6, 2018, when she killed Jean in his Cedars apartment, a block away from Dallas police headquarters.

She told authorities she mistook Jean’s fourth-floor apartment for her own — which was directly below his — and thought the 26-year-old accountant was a burglar. She said his door was unlocked and ajar, though Jean’s family has questioned that account.

Jean, a native of St. Lucia, was watching football on his couch when Guyger arrived. She shot him once in the chest.

Guyger sat ramrod straight during the proceedings at the Frank Crowley Courts Building just outside downtown Dallas. She did not speak. Before the hearing began, she whispered “excuse me” to a man standing in the courtroom aisle who was preventing her from heading to the defense table.

Kemp had previously asked the prosecution and defense to question everyone they worked with about whether they released the 911 recording. She asked the attorneys for the results of the inquiries Thursday in court.

Kemp said she was “dismayed to find out the 911 call had been leaked to the media.” The person who released it, she said, “lacked the integrity and the fortitude to honor” the gag order.

Prosecutor Jason Hermus and defense attorney Robert Rogers said that they had not leaked the audio and that the people they asked also said they had not.

Hermus said Dallas police are still investigating whether any of the department’s officers released the call. Kemp asked Hermus to notify her if the police inquiry leads anywhere.

Kemp and the attorneys decided that jury selection will begin Sept. 6 — exactly one year after Jean’s death. Potential jurors will first fill out a questionnaire, and those who are not disqualified will return Sept. 13 to be questioned by the attorneys.

There probably will also be two pretrial hearings in July, but those dates have not been set.

Testimony is scheduled to begin Sept. 23.

(PRESS RELEASE) — The Royal Saint Lucia Police Force would like to remind road users, both motor vehicular and pedestrian traffic, to adhere to traffic regulations when utilising our roadways.

A total of 503 accidents have been reported to the Traffic Units in Castries and Vieux Fort, from January 1, 2019, to date. Twenty-four of these incidents involved pedestrians, one resulting in loss of life.

In an effort to reduce traffic violations, including improper use of roads by pedestrians, there will be an all-out campaign by police to clamp down on traffic violations.

Drivers are encouraged to ensure all relevant documents with respect to insurance and licenses are up to date, as there will be no exemptions in enforcing these regulations.

We wish to thank the public for their support and continued cooperation in our efforts to foster safer road conditions for all.

Saint Lucia police investigating viral video of man being stoned

Saint Lucia police have confirmed that they have seen the viral video of a man being stoned but are yet to verify the location of the incident.

“We tried finding out about it. We don’t know where that is but it looks local,” a law enforcement official told St. Lucia News Online.

The amateur video, which is one minute and 46 seconds long, has been shared many times on Facebook and Whatsapp.

It shows a shirtless young man arming himself with a large rock then breaking it into smaller pieces. He proceeds to stone another man, whom persons claim in social media posts to be a senior citizen.


The victim collapses on the road after being hit in the back of the head. He lays motionless and bleeding. Seconds later someone tries to pull him up in a bid to revive him.

The man regains consciousness for a short while before laying back down on the road.

During the ordeal, a man wearing a blue shirt and a cap appears to try and make peace.

Persons on social media are calling on the authorities, if the incident is found to be local, to arrest the person recording the video along with the perpetrator.

One in custody in connection with Millet killing

Police have detained one individual in connection with the killing of a Millet resident, according to a police press release.

Police said Camillus Emmanus, 40, of Tete Chemin, Millet was found with stab wounds about his body, at his residence, on Monday, July 1, 2019. Officers responded to the report at 7:10 a.m.

Police said Emmanus was pronounced dead on the scene by a medical practitioner and that a post-mortem examination is scheduled for Tuesday, July 2, 2019.

“Anyone with information regarding this incident is asked to contact the nearest Police Station or the Crime Hotline at 45-CRIME (4527463),” the release added.

One in custody in connection with killing of Soufriere businessman

One individual has been detained as police continue to investigate the shooting of businessman Ison St. John in Fond St. Jacques, Soufriere.

No further information was provided by the police press release other than “one individual is in police custody in relation to this incident”.

According to police, on Saturday, June 29, 2019, about 1:45 a.m., officers attached to the Soufriere Police Station responded to a report of a shooting at Fond St. Jacques, Soufriere.

Police said masked individuals armed with firearms allegedly entered a business establishment in Fond St. Jacques, Soufriere.

“It is believed a confrontation occurred between the individuals and the proprietor, resulting in a gunshot being fired in the direction of thirty seven (37) year old Ison St. John, causing injury to his chest. He was pronounced dead by a medical practitioner at the scene. Ison St. John was a resident of Fond St. Jacques, Soufriere, but originally of Canaries,” the press release stated.

“A post mortem examination is scheduled for a later date. Anyone with information regarding this incident is asked to contact the nearest Police Station or the Crime Hotline at 45-CRIME (4527463),” the release added.

Vieux Fort man dies after being shot in the head

Police have confirmed that a Vieux Fort man who was shot with a spear gun late last month has died.

Stephen Octave, 25, succumbed to his injuries on Wednesday evening (July 3), police said.

According to reports, Octave was shot in the head on June 30 in Bruceville, Vieux Fort by a male suspect.

One individual was held in police custody in connection with the incident. It is not clear if the individual has been charged.

Man of Saint Lucian descent killed by female cop in St. Maarten

A young man of Saint Lucian heritage — one of two armed robbery suspects shot by an off-duty female police officer in a St. Maarten supermarket at about 8 p.m. on Thursday, July 4 — has succumbed to his injuries, according to police and media reports from the Dutch Caribbean island.

Police said Chadwyn Francis died on Friday morning, July 5 at the St. Maarten Medical Center and his body “has been confiscated for further investigation”. The second suspect remains in the hospital with a gunshot wound to the leg, The Daily Herald has reported.

According to information gathered by St. Lucia News Online, Francis’s family hails from Canaries in Saint Lucia and that he lived in St. Maarten for a number of years. He is survived by a daughter.

People from both Saint Lucia and St. Maarten have expressed shock and support, via social media, following his death. Some have said he caused the incident on himself while a few others said the officer did not have to kill him.

“I eh care she didn’t have to kill de man,” a male individual wrote on Facebook while a woman said, “Still can’t believe he gone jred how am I gonna tell our daughter there is no more daddy.”

The Police Force of Sint Maarten – Korps Politie Sint Maarten (KPSM) said in a press release that Francis and another individual attempted to carry out an armed robbery at Econofood Supermarket on Welgelegen road in Cay Hill when they were confronted by the female cop who was in the supermarket at the time.

“The officer in question was in the establishment while the robbery was taking place and decided not to back down but instead confronted both armed suspects using the service firearm. During this confrontation, the officer managed to apprehend both suspects,” the KPSM said.

The second suspect, who remains in hospital, has not been identified.

According to the release, Police Chief Carl John and his management team will “give cooperation” to the Federal Detectives (Landsrecherche) in connection with the shooting.

The police chief said he will “definitely fully stand firm behind the heroic actions taken by the officer to protect those that were in the supermarket at the time of the robbery”.

“The officer’s action clearly shows that the job of a police officer is not as simple as it may seem and also shows how officers go beyond the call of duty by putting their life on the line to protect the community and the visitors to the island,” the release said.

It further stated: “KPSM is also sending out a very stern warning to those youngsters who are involved in any criminal activity to refrain from doing so because KPSM will do everything within boundaries the laws to arrest you and bring you to justice. KPSM will never stop. KPSM will without any doubt continue to serve and protect the community of Sint Maarten and the visitors to the island to the best of our ability.

“KPSM also warns that threatening the employees of the organization as a whole or an employee as an individual is unacceptable. This criminal behavior will not be tolerated and legal actions will immediately be taken against them.”

The KPSm said it is making sure that the officer involved in the shooting “receives all the necessary support and psychological treatment”.

Meanwhile, the Daily Herald has reported that the “Prosecutor’s Office said on Friday that the investigation has not been concluded, but based on the available evidence, there is reason to assume that the police officer was compelled to act according to the law”.

Amber Guyger’s attorneys want her murder trial for killing Botham Jean moved to new venue

(DALLASNEWS.COM) – Fired Dallas police Officer Amber Guyger’s attorneys asked a judge Monday to move her murder trial out of Dallas, citing “media hysteria” surrounding the fatal shooting of Botham Jean.

Guyger, 30, killed Jean on Sept. 6 inside his apartment when she was off-duty but still in uniform. Authorities said she mistook his apartment for her own. She said his door was unlocked and she thought Jean, a 26-year-old accountant from St. Lucia, was a burglar.

Guyger’s attorneys, Robert Rogers, Toby Shook and Michael Mowla, argued in their court filing that the “publicity surrounding this case has been prejudicial and inflammatory.” Jean’s death was international news and area media outlets published a stream of stories after his death. Guyger’s attorneys cited 297 articles about Guyger and Jean in their motion.

Whether potential jurors are qualified to sit on the jury isn’t about whether they’ve heard about the shooting or even whether they know Jean or Guyger’s name. To serve, jurors can’t have an opinion about Guyger’s guilt or innocence.

The trial is scheduled to start Sept. 23. Jury selection is slated to begin on the first anniversary of Jean’s death.

Prosecutor Jason Hermus has not responded to the motion. State District Judge Tammy Kemp signed a gag order preventing attorneys involved in the criminal case from speaking with the media.

Guyger’s attorneys requested that the trial be moved to Collin, Grayson, Kaufman, Ellis, Rockwall or Fannin County.

Public officials weighed in

Guyger’s attorneys argue that several prominent public officials’ comments on the case, along with media coverage, make it impossible for the former Dallas officer to get a fair trial in Dallas County.

Faith Johnson, whose tenure as Dallas County district attorney ended when John Crezuot took office in January, is accused by Guyger’s attorneys of having “perpetuated the pervasive, prejudicial and inflammatory publicity” in the case, they wrote in the motion.

The attorneys said Johnson “poisoned the jury pool” by commenting on the case publicly, pointing to news conferences she spoke at after Guyger’s arrest and indictment, along with Jean’s family.

The attorneys argue that Johnson interfered with Guyger’s right to a fair trial.

The motion also names former Dallas Mayor Mike Rawlings, U.S. presidential candidate Beto O’Rourke and state Sen. Royce West as officials who “injected themselves into the case.”

The attorneys write that media outlets pushed the false narrative that “merely because … [Guyger] is white and Mr. Jean was black, the incident must have been racial in nature.”

They pushed back against that notion, saying Guyger mistakenly entered an apartment she thought was hers and had “no idea” who was inside.

“There is no evidence showing that defendant knew that a black man lived in that apartment,” they wrote in the motion. “There is no evidence showing that defendant knew that a person in that apartment was smoking marijuana. And certainly, neither defendant nor her attorneys had anything to do with the discovery of marijuana in Mr. Jean’s apartment or the dissemination of this fact to the media.”

The motion mostly cites area media coverage. But it also cites national coverage, which would have been seen locally, statewide and nationally, such as an episode of The View during one of the hosts, Whoopi Goldberg, said that if Jean had shot Guyger, Jean “would be somewhere hanging now,” according to the defense motion.

“This is inflammatory and utter nonsense,” the motion states. “There is no known situation in recent memory where a black man is alleged to have killed a police officer and the suspect was lynched.”

Most high-profile cases remain in Dallas

There aren’t a large number of cases that get moved in Dallas. Anecdotally, trials are moved out of the county more often when prosecutors seek the death penalty. But even the vast majority of death penalty cases remain in the county.

The Office of Court Administration, which collects statistics on Texas courts, doesn’t track changes of venue in criminal courts.

Area attorneys could recall only two changes of venue granted for Dallas County cases in a little more than 20 years. Darlie Routier killed her two young sons in Rowlett in 1996. Her trial was moved to Kerr County, northwest of San Antonio. The jury sent her to death row, where she remains.

The trial of one of the Texas 7 prison escapees, Michael Rodriguez, who killed Irving Officer Aubrey Hawkins on Christmas Eve 2000 was moved to East Texas. Rodriguez was executed.

Saint Lucia police criticised after ‘brutality’ video surfaces

The Royal Saint Lucia Police Force is once again under public scrutiny after a video of a man being beaten by an individual dressed in military uniform normally used by the Force’s Special Services Unit surfaces on social media. SEE VIDEO BELOW ARTICLE

According to reports, the incident occurred Wednesday morning in Vieux Fort.

In the 11-second video, a man on his knees with his hands handcuffed behind him is surrounded by three males — two dressed in military fatigues and the other in normal police uniform.

One of the individuals dressed in military uniform lashes the man in his back three times with what appears to be a cutlass while repeatedly saying “what you doing with that?”


Based on reports, the man being beaten was allegedly caught with the deadly weapon.

“Because he had a cutlass on him he’s a bad man,” one source told St. Lucia News Online. “The officers just pull and started to beat him. I just know he did nothing.”

The police have been criticised harshly on social media since the video appeared on social media.

“Where’s the justice in this. Why are officers assaulting people whilst in handcuffed,” one person told St. Lucia News Online in an email.

Another person told us: “Police are responsible for maintaining public order and safety, enforcing the law, and preventing, detecting, and investigating criminal activities. What is going on here? Is this officer responsible for carrying out justice too??? Was the guy in handcuffs posing a threat to the officer?”

Prosecutors object to moving Amber Guyger’s trial out of Dallas for shooting Botham Jean

(DALLASNEWS.COM) — Dallas County prosecutors filed a two-page motion Wednesday objecting to fired Dallas police officer Amber Guyger’s defense attorneys’ request to move her murder trial to another county.

The filing was in response to a motion filed Monday by defense attorneys arguing that the publicity was so pervasive and inflammatory that Guyger could not receive a fair trial in Dallas for shooting Botham Jean in his own apartment in September.

Guyger, 30, was off-duty but still in uniform when she shot Jean, a 26-year-old accountant. She told law enforcement that she mistakenly thought Jean’s apartment at South Side Flats was hers and he was a burglar. She lived one floor above him.

“To justify a change of venue based upon media attention, which is what the defendant requests, the defendant must show that publicity was pervasive, prejudicial and inflammatory,” Dallas prosecutor Douglas Gladden wrote.

Guyger’s attorneys requested that the trial be moved to Collin, Grayson, Kaufman, Ellis, Rockwall or Fannin County. The prosecution’s motion did not address the suggestions by the defense.

The two most common ways to determine if that’s the case are a hearing about change of venue and the jury selection process. Prosecutors suggest state District Judge Tammy Kemp hold a hearing consider the publicity, evidence submitted at such a hearing and what potential jurors say during jury selection.

The motion asks that Kemp hold the hearing but not rule on change of venue until after jury selection. Jury selection is set to begin Sept. 6 — the anniversary of Jean’s death — when potential jurors fill out questionnaires about serving on a jury. Jurors who qualify will then be questioned at another time.

Whether potential jurors are qualified to sit on the jury isn’t about whether they’ve heard about the shooting or even whether they know Jean or Guyger’s name. To serve, jurors can’t have an opinion about Guyger’s guilt or innocence.

The trial is slated for Sept. 23.

Prosecutors submitted affidavits from Dallas County residents who said Guyger could receive a fair trial in Dallas just and defense attorneys filed ones that said she could not.

No date for a hearing has been set.

Only one Dallas case, courthouse observers say, resulted in a new trial because the judge didn’t move the case to another county: Jack Ruby’s trial for killing Lee Harvey Oswald in 1963.

Ruby walked down the ramp of the Dallas Police Department’s parking garage and shot Oswald days after Oswald assassinated President John F. Kennedy. Cameras captured Ruby shooting Oswald as police were about to transfer him to jail.

Texas’ highest criminal court, the Court of Criminal Appeals, found that Jacob Rubenstein — Ruby’s real name — was denied a fair trial, in part because the trial remained in Dallas.

Ruby died of cancer before he could be tried again.

Local Human Rights Advocate Felicia Browne has said the Royal Saint Lucia Police Force must continue to educate its personnel on human rights and its importance to uphold them.

Browne made those comments in response to a recent viral video in which a police officer brutalises a handcuffed male suspect. The incident reportedly occurred in Vieux Fort on Wednesday.

She said the officers involved should be “reprimanded and suspended”.

“In recent times, we have noticed that police personnel exhibit behaviors which are very unprofessional and abusive in nature,” Browne told St. Lucia News Online.

She said with the “increase in violent gun-related crimes” the police have conducted a number of operations to mitigate these types of crimes. However, she noted that in the past few months “several videos of improper and unprofessional behaviors of police personnel have continued to circulate on social media platforms”.

She said the latest video “created a greater disbelief due to its level of violence towards a suspect who was clearly handcuffed”.

Browne pointed out that the local police force have received several human rights training including one from human rights experts Edwin Powell. As such, she said it is “very alarming and discouraging” that a few police personnel would engage in such behaviours and practices which inadvertently affects the image of the police force.

“It is the responsibility of the commissioner to engage in further training of his staff to ensure that such unjust practices do not flourish under his watch. We believe that the officers involved should be reprimanded and suspended. The alleged suspect also has the right to file charges against the officer who assaulted him. He has the right to seek legal counsel without any form of prejudice; regardless of the circumstances under which he was initially apprehended,” she explained.

Browne reiterates that “every citizen’s rights must be protected and upheld by individuals who are charged to be a representative of the State”.

In the 11-second video, a man on his knees with his hands handcuffed behind him is surrounded by three males — two dressed in military fatigues and the other in normal police uniform.

One of the individuals dressed in military uniform lashes the man in his back three times with what appears to be a cutlass while repeatedly saying “what you doing with that?”

Based on reports, the man being beaten was allegedly caught with the deadly weapon.

“Because he had a cutlass on him he’s a bad man,” one source told St. Lucia News Online. “The officers just pull and started to beat him. I just know he did nothing.”

The police have been criticised harshly on social media since the video appeared on social media.

“Where’s the justice in this. Why are officers assaulting people whilst in handcuffed,” one person told St. Lucia News Online in an email.

Another person told us: “Police are responsible for maintaining public order and safety, enforcing the law, and preventing, detecting, and investigating criminal activities. What is going on here? Is this officer responsible for carrying out justice too??? Was the guy in handcuffs posing a threat to the officer?”

Gros Islet man died from stab wound to the heart

Marley Williams

A 16-year-old female is currently in police custody being questioned in connection with the fatal stabbing of a 26-year-old Gros Islet man on Thursday morning around 9 a.m.

The deceased has been identified as Marley Williams, also known as Moon Head.

A post-mortem examination conducted later Thursday revealed that Williams died from a stab wound to the heart.

It is alleged that Williams and the 16-year-old female had a prior altercation before he was attacked and stabbed in the chest area. The incident occurred on Marie Therese Street in Gros Islet.

“The suspect walked up to him and stabbed him with a knife which the suspect twisted,” a law enforcement source told St. Lucia News Online.

“Apparently the suspect and the guy had issues before,” the source added.

The teen is currently assisting police with their investigations. And reports are that the suspect is ‘well-known’ to the deceased.

Homicide at Marina Street in Gros Islet

(PRESS RELEASE) — Police are investigating the circumstances surrounding an incident which resulted in the death of Marlie William, a 26-year-old resident of Massade, Gros Islet.

About 9:30 a.m. on Thursday, July 11, 2019, officers attached to the Criminal Investigations Department of the Gros Islet Police Station received a report of a stabbing at Marina Street in Gros Islet.

Upon arrival at the scene, officers were able to identify the victim as Marlie William who was thereafter conveyed to the Victoria Hospital via ambulance. He was later pronounced dead by a medical practitioner.

A post mortem examination was conducted on the body of Marlie William on Thursday, July 12, 2019, which revealed the cause of death as right hemothros secondary to incise stab wound to the heart.

One individual is presently in custody assisting with investigations.

Investigations are continuing into this matter.

Saint Lucia “pleased with the positives” of US State Department 2019 Trafficking In Persons Report

(PRESS RELEASE) — Saint Lucia keeps her spot at Tier Two in the Trafficking In Persons  Report rankings for 2019, recently issued by the United States Department of State.

The island has made significant strides according to the global report. However, ascending to Tier One would most likely remain elusive until the State has successfully prosecuted trafficking-in-persons cases in a local court of law.

The theme for this year’s Trafficking In Persons Report introduction is: “The National Nature of Human Trafficking: Strengthening Government Responses and Dispelling Misperceptions”. It invites governments to address all forms of human trafficking.

Referencing Saint Lucia, the report lauded the island for tremendous improvements. The reports highlighted that “the government demonstrated overall increasing efforts compared to the previous reporting period; therefore Saint Lucia remains at Tier Two. These efforts included passing a national action plan, investigating suspected traffickers, funding anti-trafficking prevention, conducting baseline trafficking research and training its personnel in measures to combat trafficking”.

This year’s report also acknowledged increased law enforcement efforts to stem the crime of trafficking in persons. The police were noted for initiating strategic raids and for participating in an INTERPOL operation which targeted areas suspected of activities relating to sexual exploitation.

The report also laments that the government did not identify any victims of trafficking for the third consecutive year and has never convicted a trafficker.

The State Department is calling for increased efforts to identify victims and perpetrators of sex trafficking and forced labour.

The US State Department also recommends that Saint Lucia amends its anti-trafficking laws to remove sentencing provisions that allow fines in lieu of imprisonment for trafficking-in-persons offenses.

The Department of Home Affairs and National Security is pleased with the positives contained in the report, noting that efforts to address most of the recommendations contained in the US State Department 2019 Trafficking In Persons Report are already in train.

The Department says it has every intention of keeping up the good work and to meticulously address any areas where better outcomes are left to be desired in the island’s quest to combat human trafficking and sexual exploitation.
