UPDATED: St. Lucian man accused of stabbing two sisters in Dominica

(St. Lucia News Online) — A St. Lucian man is on the run after allegedly stabbing his son’s mother and her sister multiple times during a domestic brawl in the village of Grand Fond, Dominica on Sunday afternoon, April 12, according to relatives and multiple sources.

The sisters have been admitted to a hospital.

It is alleged that the accused stabbed his 23-girlfriend girlfriend and then attacked her 17-year-old sister who tried to intervene to help her sibling, another sister told St. Lucia News Online late Sunday evening.

The couple’s six-month-old son was at home at the time of the incident, but was not hurt.

“They meet her on top of the baby in a pool of blood and my lil sister was outside — like she was running — in a pool of blood. They both got several stabbed wounds. His girlfriend got one in her chest. My lil sister [got] seven on her back and all over. My mom said they are stable,” the sister who wished not to be named.

Relatives fear other family members might be in danger while the suspect is on the run.

“My lil sister told my mom he said he will kill my little girl — she’s 10 — and my other sister,” the sibling added.

She further disclosed that her sister and the suspect have had a rocky relationship.

Asked if she knows the motive behind Sunday’s attack, she said: “No, but he always talks about killing my sister and he also said he killed people in St. Lucia. He always abusing the girl. Mom reported him how many times.”

No further details are available.

Dominica is currently under a shutdown as a result of the COVID-19 outbreak.

Saint Lucia hands over two wanted criminals to Martinique

(St. Lucia News Online) — Saint Lucia police handed over two wanted men to French authorities earlier this month, according to a report by Martinique la 1ère.

One of the men, 39-year-old Marie Magdeleine, who is originally from Lamentin, was arrested in Saint Lucia as part of an “irregular stay procedure” on April 2, 2020, the French media house reported.

The authorities say Magdeleine was wanted in connection with a number of high-profile crimes including a deadly shooting at the Touloulou restaurant in Sainte-Anne on January 14, 2014.

Magdeleine and another man, who was not identified in the report, were deported to Martinique between Friday, April 3 and Saturday, April 4, 2020.

Both were delivered to the French authorities aboard the patrol boat of the national navy, La Combattante, which was in the Saint Lucia channel, Public Prosecutor Renaud Gaudeul indicated.

The two men were then handed over to the investigators of OFAST (the anti-narcotics office) in the Caribbean.

They were reportedly the subject of an arrest warrant issued by an investigating magistrate of the Specialized Interregional Jurisdiction (JIRS) of Fort-de-France.

The men appeared before the investigating magistrate on Saturday, April 4, 2020, on several drugs and arms trafficking, and gang-related charges.

They were remanded at the Ducos Penitentiary Center.

(St. Lucia News Online) — A St. Lucian man is still on the run after allegedly stabbing his son’s mother and her sister multiple times during a domestic brawl in the village of Grand Fond, Dominica on Sunday afternoon, April 12, according to relatives and multiple sources.

The sisters, 23-year-old Tricia Valentine, and 17-year-old Jolisa Dublin, are in stable condition at a hospital.

It is alleged that the accused, identified as 29-year-old Casy K. Joseph, of Bexon, Castries, stabbed Valentine, his child’s mother, and then attacked Dublin after she intervened to help her sister, another sibling told St. Lucia News Online late Sunday evening.

Police sources in Dominica have confirmed that the incident occurred and that an investigation is underway.

(St. Lucia News Online) — A Saint Lucian man who stabbed two sisters, including the mother of his child, in the village of Grand Fond, Domnica, is now in police custody, according to police and media reports.

Reports are that the suspect, 29-year-old Casy K. Joseph, was caught in bushes above Rosalie, a community on the east coast of Dominica — close to where the incident took place. It is not clear who caught him.

Joseph is reportedly from Bexon, Castries in Saint Lucia but had been living in Dominica for a number of years.

The Commonwealth of Dominica Police Force, in its initial release on the stabbing incident, reported that the stabbing took place at 3:15 p.m on Sunday, April 12, 2020 at Grand Fond.

The police said Joseph allegedly inflicted multiple stab wounds on his partner, 23-year-old Tricia Valentine and her 17-year-old sister Jolisa Dublin, both of Grand Fond. He then fled the scene.

The sisters lived at the same home where the incident occurred.

Police said the sisters were transported to the La Plaine Health Centre then transferred to the Dominica China Friendship Hospital where they were admitted in stable condition.

A relative had told St. Lucia News Online that Tricia’s six-month-old son was at home at the time the stabbing occurred, but he was not hurt.

(St. Lucia News Online) — Corporal Ann Joseph, public relations officer of the Royal Saint Lucia Police Force, on Thursday, April 16 disclosed that a total of 30 persons have been arrested and charged for breaking the curfew imposed by the government to combat the spread of COVID-19.

Joseph gave a daily breakdown of persons who were arrested and charged for breaking the previous 24-hour curfew as well as the current 10-hour curfew, to date.

March 27: two persons in Gros Islet

March 30: one in Canaries

March 31: three in Soufriere and four in Castries

April 2: two in Anse La Raye

April 3: four in Anse La Raye

April 4: three in Castries

April 9: 10 within the south of the island

April 13: one in Castries

The 10-hour daily curfew, which runs from 7 p.m. to 5 a.m., and the partial shutdown of the island are in effect until April 26, 2020.

Saint Lucian appears in court for stabbing sisters

(St. Lucia News Online) — The Saint Lucian man facing two charges of attempted murder into the stabbing of two sisters in Dominica appeared in court on Friday, April 17.

Casy K. Joseph, 29, of Bexon, Castries, is accused of stabbing his partner, 23-year-old Tricia Valentine and her 17-year-old sister Jolisa Dublin, both of Grand Fond, Dominica at 3:15 p.m on Sunday, April 12, 2020, at a residence in Grand Fond.

He fled the scene but was caught on Wednesday, April 15.

The victims are reportedly in critical but stable condition.

Bail was denied and Joseph was ordered remanded when the court was told he is a non-national and seen as a flight risk.

The court was also told that Joseph’s family in Saint Lucia are arranging legal representation for him.

He is expected to appear in court on July 22 on one charge and August 4 on the other.

UPDATED: 44 arrested in Saint Lucia for breaking COVID-19 curfew

(St. Lucia News Online) — A total of 44 persons, to date, have been arrested and charged for breaking the islandwide curfew imposed by the government to combat the spread of COVID-19.

The latest curfew violations occurred in Babonneau where the Babonneau Police Station confirmed the arrest of 14 persons, which brings the total to 44.

On Thursday, April 16, Corporal Ann Joseph, public relations officer of the Royal Saint Lucia Police Force disclosed that 30 persons from across the island were arrested and charged for breaking the curfew.

The 10-hour daily curfew, which runs from 7 p.m. to 5 a.m., and the partial shutdown of the island are in effect until April 26, 2020.

Saint Lucia Customs officer charged for illegal possession of gun and ammunition

(St. Lucia News Online) — The Royal Saint Lucia Police Force has confirmed the arrest of a Customs officer for the illegal possession of a gun and ammunition.

Kurt Girard, 45, was arrested at his home in Corinth around 3:30 a.m. Saturday, April 18 by officers attached to the Gros Islet Police Station.

The lawmen recovered a Glock 40 handgun, two magazines and six rounds of .40 caliber ammunition.

Girard has since been charged and is now remanded in police custody.

Saint Lucia police officers will not accept salary cuts or deferments: PWA

Below is a notice from the Royal Saint Lucia Police Force Welfare Association (PWA) to its members regarding possible salary adjustments during the COVID-19 pandemic. The notice was posted on the PWA’s Facebook page on Monday, April 20:

Dear members: As promised, we the executive of the PWA remain committed to providing the members of all updates relating to the position on salary adjustments during the period of COVID-19 pandemic.

As previously stated, the PWA was resolute in its stance on accepting no cuts or deferments to salaries at this juncture. This position was reiterated to the government representatives, including Honourable Stephenson King, Minister for Infrastructure, Ports Energy and Labour and Chairman of Cabinet Sub Committee on Labour.

The PWA was then and remains of the view that the government, by way of the aforementioned representative, had not presented the association with pertinent facts relating to its inability to meet salary commitments, in order to make an informed decision on behalf of the membership on salary adjustments.

One key question posed by the association was the current financial standing, including governmental expenditure, which would render the government incapable of meeting its financial obligation to staff. This has not been presented to the association to date, leaving the PWA no choice than to remain steadfast in its position.

The PWA is now in receipt of a letter, signed by Honourable Stephenson King, indicating that “…as we are about to exhaust the mandate for which we were first convened…” which is in no way a shared sentiment. The letter goes on to state that he has forwarded the outcomes of our meetings to Cabinet… “to allow the Minister for Finance to formulate and present a plan of action to all stakeholders concerned…”

The minister, in his letter, recognized and commended the efforts of officers during this pandemic, but as the old saying goes, “actions speak louder than words!” In a period where police officers are asked to give more of themselves, sacrifice even quality of life, the PWA believes this is not the time to impose severe financial constraints on its members.

We understand that even in the current state of emergency, the prime minister has the authority to legislate salaries. With the sitting of Parliament being tomorrow, Tuesday, April 21, 2020, this may become a sad reality for our members.

We remain resolute in the fight to maintain the financial security of our members; we have not remained home and continue to work tirelessly to create a safer environment for all people in Saint Lucia.

BREAKING NEWS: Man shot in Castries city

(St. Lucia News Online) — Police are investigating the shooting of a male individual in Arundel Hill, Castries earlier Monday, May 11, 2020.

Details are sketchy at this time, but a law enforcement source said the victim was shot by another individual in a house.

The victim sustained a gunshot wound to the left bicep and is currently in stable condition, the source said.

No further details are available.

Photos obtained by St. Lucia News Online show the bloodied victim laying on the ground in front a step of the house and a pool of blood around an overturned sofa chair inside the house.

UPDATE: Victim in Arundel Hill shooting identified

Dennis Regis was shot in a house in Arundel Hill, Castries on Monday, May 11, 2020.

(St. Lucia News Online) — The man who was shot and injured in a house in Arundel Hill, Castries on Monday, May 11, 2020, has been identified by law enforcement sources and his daughter as 46-year-old Dennis Regis.

Police said Regis was shot in his left bicep by a known suspect.

He is currently in stable condition.

His daughter, 19-year-old Britney Fournillier, who resides overseas, told St. Lucia News Online Monday evening that the shooting stemmed from an ongoing feud between her father and a “young man”.

The victim and the suspect reportedly had at least two altercations earlier this month, Fournillier said.

“There has been a young man that has been interfering with him for some time,” Fournillier said. “On Friday, the young man was pelting stones at my father, and in his house, and my father threw a plastic bottle back at him. The young man stated that he was coming back for him.

Fournillier said another incident occurred between the two on May 2.

She said her father is unwilling to disclose the source of the beef.

“All I know is that once I was on a call with him, and while I was on the call with him — I am assuming that the guy was interfering with him — and my father asked ‘are you doing this deliberately’ and my father didn’t say anything and he hung up the call. And I called back and he didn’t want to tell me what happened so I am not sure how long this has been going on and for what exactly,” the daughter explained.

It is not yet clear if the suspect has been caught.

A Saint Lucia Fire Service official told St. Lucia News Online that Castries fire personnel received the call about the Arundel Hill shooting at about 9:07 a.m.

The official said Regis, also known as ‘Fugie’, was transported to the Owen King European Union Hospital after sustaining a gunshot wound to his body.

Police and the man’s daughter said he sustained a gunshot wound to the shoulder area.

Photos obtained by St. Lucia News Online show the bloodied Regis laying on the ground in front a step of the house and a pool of blood around an overturned sofa chair inside the house.

“He doing ok now,” his daughter said. “They did the surgery on him already. The bullet …. passed through.”

Man chopped up in Forestierre

(St. Lucia News Online/press release) — Police are investigating a chopping incident that occurred in Forestierre, Castries on Sunday, May 10.

The Saint Lucia Fire Service said in a news release that the Castries Fire Station responded to a call relating to a physical assault incident at Forestierre, Castries at about 11:30 p.m. on Sunday.

Emergency personnel found an adult male with a four-inch laceration to his shoulder and minor cuts on his body.

It was reported that he was assaulted with a cutlass.

The patient’s wounds were treated and he was transported to the Owen King European Union Hospital in a stable condition.

(St. Lucia News Online) — A video, which has gone viral on social media, shows two male individuals attacking another male with concrete blocks in Green Mountain, Dennery. (SEE VIDEO BELOW STORY)

According to law enforcement sources, the victim has been identified as 47-year-old Almond Cox.

Dennery fire personnel responded to the ‘physical assault’ incident at 3 p.m. on Sunday, a fire official told St. Lucia News Online.

The victim was transported in critical condition to the Owen King European Union Hospital but his current medical status is unknown, the fire official further disclosed.

A law enforcement source said the suspects are still on the run, but provided no further information.

The motive for the attack is not clear.

Victim in gruesome Dennery assault in stable condition says Minister Edmund Estephane

(St. Lucia News Online) — The victim of a brutal attack on Sunday in Green Mountain, Dennery that was caught on security video and went viral on social media is currently in stable condition at a hospital, according to his friend Dennery South Representative and Minister of Youth Development and Sports, Edmund Estephane. (See video below story)

Almond Cox, 47, was hit repeatedly on the head with concrete blocks by two male individuals in Estephane’s garage/residence where he apparently ran for refuge, based on the video footage. The incident occurred next to the minister’s parked pickup truck.

The motive for the attack is unknown.

Estephane told host Timothy Poleon on Real FM’s Newsspin that he visited Cox in the hospital on Monday.

“He is doing well,” Estephane said, adding that doctors believe Cox did not appear to have sustained major internal injuries.

In the interview with Poleon, the minister said he was at home when the attack occurred.

“Why did God hide me in some corner at my house away from all of that… maybe when I meet him he’ll tell me why,” he said.

Dennery fire service personnel responded to the incident at 3 p.m.

The two suspects remain at large, according to police sources.

Castries shooting among 68 ambulance responses logged by Saint Lucia Fire Service

(St. Lucia News Online/press release) — A shooting at Arundel Hill, Castries is among 68 ambulance responses that the Saint Lucia Fire Service recorded from May 8 to May 11, 2020, according to a news release.

Of the 68 responses, 50 were from the north and 18 were from the south, the release stated.

Meanwhile, the Arundell Hill shooting victim, identified as Dennis Regis, 46, is reportedly in stable condition after sustaining two gunshot wounds to his upper body whilst in his house.

The Saint Lucia Fire Service said in a release that the Castries Fire Station responded to a call relating to a shooting at Arundel Hill, Castries at about 9:05 a.m. on Monday, May 11.

The responding officers found a male individual lying on his side on the ground, alert and oriented.

The patient reported that he was allegedly shot. An examination revealed that he sustained two penetrating wounds to his upper left arm and two lacerations to the left side of his face.

Emergency personnel treated his wounds and subsequently transported him to the Owen King European Union Hospital for further medical treatment.

It is unclear, to date, if the suspect, who is reportedly known to the victim, has been apprehended.

(St. Lucia News Online) — A man was shot at the fisheries complex in Dennery Thursday morning, May 14, according to sources. (see videos below the article)

According to reports, the victim is known by the alias ‘Fra’.

He was reportedly shot in the head.

Dennery fire personnel responded at 10:45 a.m. and took the victim to the Dennery Hospital, a fire official told St. Lucia News Online. 

His medical status is unknown at this time.

A video on social media shows the victim laying on his side on the road, bleeding profusely from the head — his head and mouth moving slightly.

Another video shows emergency personnel preparing to take him to the ambulance.

No further details are available.

UPDATE: Man shot dead at Dennery Fishing Complex identified

(St. Lucia News Online) — The man who was shot in the head at the fisheries complex in Dennery Thursday morning, May 14, has been pronounced dead, law enforcement officials have confirmed. (see videos below the article)

The victim has been identified as Darnel Joseph, also known as ‘Fra’. He is believed to be in his 20s-30s.

The Saint Lucia Fire Service released details relating to the aftermath of the shooting, in a news release.

“The Dennery Fire Station responded to a call relating to a shooting incident at the Dennery Fishing Complex at approximately 10:20 a.m. on Thursday, 14 May. The responding officers found one male individual in a sitting position appearing to be bleeding from his head.

“An examination revealed that the individual was unresponsive and pulseless and sustained a penetrating wound behind his left ear. Further examination revealed that the patient had what appeared to be a fractured jaw.

“He was immediately transferred to the ambulance where CPR was quickly initiated and continued en route to the Dennery Hospital, where he was left in the care of a medical practitioner,” the release stated.

Law enforcement sources said medical practitioners later pronounced him dead.

The motive behind the shooting is under investigation.

‘Betty Clarke’ and Nadeige Suffren granted bail in Praslin drug bust case

(St. Lucia News Online) — Police said two women, who were nabbed last month with marijuana in a motor vehicle which had a pass from the National Emergency Management Organisation (NEMO), have been granted bail.

Roberta ‘Betty Clarke’ Prudent and Nadeige Suffren were each granted $50,000 bail for the possession of the drug and $55,000 each on the possession with intent to supply charge, or suitable surety.

The women appeared in court on Tuesday, June 2.

In May they were arrested in Praslin after almost 360 pounds of marijuana was discovered in a motor car they were travelling in.

Vieux Fort couple caught with firearm and ammunition

(St. Lucia News Online) — Police said a Vieux Fort couple has been charged for the illegal possession of a firearm and ammunition after a Glock .40 and 10 rounds of ammunition were discovered in a motor car in which they were travelling in — minutes before 6 p.m. Wednesday.

The driver, Theophilus Robinson of Cedar Heights, and passenger, Kurtisha Augier of Augier, were arrested by officers from the Choiseul Police Station who were conducting traffic operations on the Balembouche road at the time.

According to police, the officers stopped the motor car and asked Robinson to produce his driver’s licence which he failed to do.

The officers then conducted a search of the vehicle and found the firearm and ammunition in the glove compartment, police said.

Robinson was also charged for driving without a valid driver’s licence, police said.
