An ongoing domestic dispute between a common-law couple turned deadly in a New Village, Castries home Saturday night, police officials have confirmed.

A woman allegedly stabbed her boyfriend who succumbed to his injuries at Victoria Hospital.

The victim has been identified as 31-year-old New Village resident Dave ‘Shooter’ Monrose, an employee of Carasco & Son Ltd. on Manoel Street, Castries.

The woman is currently in police custody.

The couple reportedly had three children together – two boys and a girl. It is not clear if the children were at the home when the incident occurred.

The couple reportedly had a history of disputes.

This is the island’s 24th homicide for the year.

A Dennery man was arrested and charged on Friday, Oct. 23 for assaulting and pulling a firearm at a bus driver near a party recently.

Nicky Olice, 27, of Belmont , Dennery appeared in court on Friday, on charges of possession of a firearm, possession of ammunition and assault with a firearm. He was remanded.

Reports are that on Saturday, Oct. 17, 2015, at about 3 a.m., police received reports that a man was discharging a firearm near a party at Deniere Riviere in Dennery, in trying to intimidate a bus driver he had an altercation with.

A police officer on foot reportedly approached Olice in the crowd.

Olice reportedly ran with the cop in pursuit, but dropped the firearm several minutes into the chase. He escaped in a banana field.

The cop recovered the firearm – a 9mm Glock with four rounds of ammunition – from a concrete drain.

However, Olice was not captured until about six days later.

Reports are that during a massive operation of house searches, involving Dennery and Richfond police officers, conducted at about 4 a.m. on Friday, Oct. 23, the accused was arrested in a house.

The bus driver, who requested anonymity, told St. Lucia News Online (SNO), that he has been operating a minibus in the area for the past five years. He said he doesn’t know the perpetrator personally, but is aware that Olice lives in the area.

The bus driver said this has never happened to him before.

“He came to me at the Dennery junction and asked me if I want to bomb him. So I say why would I want to do that? So he came and stopped my vehicle and tried to hit me. I drove up and then stopped and then a police who was close by ran towards them and they dropped a gun and ran away.”

Olice reportedly has a long rap sheet with the law.

It is alleged that he was arrested less than a month ago with drugs, ammunition and cash minutes of arriving from Martinique.  About two weeks ago, Olice was allegedly intercepted by Marine Police along with other men from the southern part of the island. They were questioned and then released without charge.

Victim of domestic violence described as a “no-trouble youth”, but others beg to differ

A 31-year-old man who was killed by his lover at a home in New Village on Saturday night, Oct. 24, has been described as a victim of domestic violence.

Dave Monrose, an employee of Carasco & Son Ltd. in Castries, succumbed at at Victoria Hospital after he was reportedly stabbed by his common-law-wife.

Members of the community have told St. Lucia News Online (SNO) that Monrose and his girlfriend, who had three children together, had a rocky relationship that included countless disputes and physical abuse. It is also alleged that the couple had also appeared in the Family Court.

Residents further alleged that the couple had a “heated fight” a day before the homicide.

One blogger also mentioned this in a post on SNO: “Two nights ago our church bus went to drop a member Carellie passing….it was about after 12, heard a big slap from the female to this man on our way down. Is like they have been fighting. I know the two very well, that is why I was able to identify them. This has been going on for years now between them.”

A source close to the deceased told SNO that on the night of the fatal incident, Monrose was accused of having an affair with another female in the area.

“The girl stab the man because she think he checking a girl in the area. The girl they stab the man for, everyone fraid the girl. She is real drama. Shooter was a good youth. Garcon trust me, that bring tears to my eyes,” the friend alleged.

He added: “That man was always jovial, could always make you laugh; a Miami Heat fan, so we always had it going on during the NBA season. Garcon, trust me, I feel that one and a lot of people too. He was a good youth, good comrade, no drama, no-trouble youth.”

However, other persons close to the suspect, paint a different image of the deceased, saying he was the abuser in the tumultuous relationship.

“Those comments about a good youth kills my heart. The way this man was beating the poor female that night and he constantly said to her “I f– killing you”, what good youth says that,” said one source.

“He even attacked his sister who attempted to separate him and the female. He insulted his mother. He would not back down. This hurts. It’s sad she resorted to this.”

The couple lived with three children. The woman is now in police custody.

MURDER

(Criminal Code of Saint Lucia)

A person commits murder if he or she causes the death of another person—

(a)          intending to cause death; or

(b)          intending to cause grievous bodily injury.

CAPITAL MURDER

(1)          Subject to subsection (2), murder committed in any of the following circumstances is capital murder—

(a)          the murder of—

(i)            a member of the Police Force acting in the execution of his or her duties or a person assisting a member so acting,

(ii)           a correctional officer acting in the execution of his or her duties,

(iii)          a judicial officer acting in the execution of his or her duties,

(iv)         a member of the Police Force, correctional officer or judicial officer for any reason directly attributable to the nature of his or her occupation;

(b)          any person for any reason directly attributable to—

(i)            the status of that person as a witness or party in a pending or concluded civil cause or matter or in any criminal proceedings, or

(ii)           the service or past service of that person as a juror in any criminal trial;

(c)           the murder of a justice of the peace acting in execution of his or her judicial functions;

(d)          a murder committed by a person in the course or furtherance of—

(i)            robbery,

(ii)           burglary or housebreaking,

(iii)          arson,

(iv)         any sexual offence,

(v)          any hate crime,

(vi)         any drug trafficking offence or other drug related offence;

(e)          any murder committed pursuant to an arrangement whereby money or anything of value—

(i)            passes or is intended to pass from one person to another or to a third party at the request or direction of that other person, or

(ii)           is promised by one person to another or to a third person at the request or direction of that other person, as consideration for that other person causing or assisting in causing the death of any person or counseling or procuring any person to do any act causing or assisting in causing death of another person;

(f)           any murder committed by a person in the course or furtherance of an act of terrorism, that is to say an act involving the use of violence by that person which, by reason of its nature and extent, is calculated to create a state of fear in the public or any sector of the public.

A person convicted of capital murder may on conviction on indictment, be sentenced to death.

NON-CAPITAL MURDER

(1)          A murder committed in circumstances other than any of those circumstances referred to in section 86, is non- capital murder.

(2)          Subject to subsection (3), a person convicted on indictment of non-capital murder is liable to imprisonment for life.

(3)          A person who is convicted of a non-capital murder may be sentenced to death if—

(a)          he or she has previously been convicted of another murder committed on a different occasion;

  1. b) he or she has been convicted of another murder committed on the same occasion as the one with which he or she is charged.

ATTEMPT TO MURDER

A person who attempts—

(a)          to commit capital murder is liable on conviction on indictment to imprisonment for life;

(b)          to commit non-capital murder is liable on conviction on indictment to imprisonment for 20 years.

Police press release on hit-and-run involving traffic officer

arrestPRESS RELEASE – Brian Fraser, a Police Constable attached to the Traffic Unit of the Royal Saint Lucia Police Force was assaulted by a motorist on Tuesday, October 27, 2015 about 5:00 p.m. on the Bexon Highway, Castries

The officer was conducting a traffic check with other police officers when the driver of motor car registration number PE 3266 failed to adhere to instructions to stop when commanded to do so by the Police.

Fraser, driving a Police Motor Bike, pursued the driver who in turn maneuvered his car, resulting in Fraser being hit twice. The driver then fled the scene.

Fraser sustained minor injuries about the body.

On Wednesday, October 28, 2015 an individual was arrested and is presently in custody assisting with investigations.

COP denies reports of increased security for gov’t ministers

Acting Commissioner of Police Errol Alexander has denied reports that there has been an increase in security personnel for ministers of government.

Alexander said: “I as acting Commissioner of Police would like to know about this increase in security. I don’t have a clue that we have increased security for government minister.”

The acting top cop said he can confirm that there has been an increase in security for Minister of National Security Victor Lacobiniere, but he cannot speak for the other ministers.

“I am sitting here telling the truth,” Alexander told reporters today at a press conference, when asked whether this alleged increase could affect the manpower of the police force.

But former National Security Minister Guy Mayers said at a recent United Workers Party (UWP) public meeting that the number of security officers for cabinet ministers has indeed increased.

According to Mayers, Prime Minister Dr. Kenny Anthony has 14 police officers at his disposal on a 24-hour basis, while Deputy Prime Minister Phillip J. Pierre has three police officers for his personal safety.

Meanwhile, La Corbiniere’s security numbers has also been increased due to threats he claim to have received. A 24-hour security plan has since been put in place ever since this incident.

Opposition parties have criticised the move to allegedly increase the number of security for ministers of government, when the Royal St. Lucia Police Force (RSLPF) is already faced with a manpower issue.

Crime down by 7 percent, sexual offences increase: 3Q STATS

Crime overall in Saint Lucia, particularly homicides and murders, have decreased.

That’s according to the Third Quarter Crime Statistics Report 2015 revealed by Acting Police Commissioner Errol Alexander and his team at a press conference on Thursday, Oct. 29.

“There was an overall decrease in the number of crimes reported and accepted, with an overall (2%) improvement in detection rate,” the report stated.

During the period under review, a total of 13,665 incidents of crime were reported to the police, a decrease of 7 percent:

2014 – 14,763
2015 – 13,665

Summary offences, property crimes and offences against the person accounted for 95 percent of the total reported crimes.

Homicide are down by 16 percent and murders are down by 13 percent.

Sexual offences and crimes against persons were the only major crime categories which recorded an increased number of accepted cases, the report stated. The number of rape cases increased by 11.

Other major findings in the report are as follows:

– There was a significant reduction in the number of firearm offences – 38%

– The northern sector accounted for the highest number of reports with 38%, the southern sector with 35% and the central sector with 27%.

–  There was a reduction in the number of homicides and murders with only one police shooting recorded thus far.

– Castries recorded the highest number of murders which can be attributed to gang violence.

– Wounding and harm offences were significantly higher than any other in offences against the person category.

– Overall offences against the person recorded a 5% increase in detection.

– There was a decrease in the detection rate of firearm offences. This may be attributed to an increase in discharging firearm cases, where most of the offenders are not known.

– Detection rate decreased by 11% for sexual offences.

– There was an overall reduction in offences against property.

– Burglary, stealing from person and unlawful damage recorded the highest number of cases however there were reductions in the number of reports compared to 2014.

– There was a decrease in the number of drug-related reports with an increase in the detection rate. Possession of cannabis and intent to supply cannabis continue to remain the highest recorded drug offence.

Acting ACP Crusita Pelius

Acting Assistant Commissioner of Police for Territorial Policing Crusita Pelius will head the Victims Support Unit of the Royal St. Lucia Police Force (RSLPF) which will provide support for victims of sexual assault.

Pelius disclosed that the unit is being formed based on a report that was submitted from a forensic scientist, who worked along with the Criminal Investigations Department (CID) and Crime Intelligence Unit (CIU).

“It is essentially to provide support to sexual assault victims from the time the incident takes place, until it goes through the legal process and finally to the courts,” the ACP explained.

Pelius said the police force has already identified persons they wish to have employed within this unit, which will include individuals from the Human Services Department and the Vulnerable Persons Unit.

“But we have not officially gotten off the ground. We are in the process of having various meetings and when we are satisfied that we are ready to move on, we will indicate that by informing the press,” she explained.

The acting assistant commissioner of police said nevertheless she is looking to have the unit fully operational by the end of this year, during which time there will also be a large sensitization campaign.

The Third Quarter Crime Statistics Report 2015 revealed that sexual offences recorded an increased number of accepted cases, with the number of rape cases being increased by 11.

Between the periods of January to September 2015, there were 194 accepted sexual offenses. There were also 102 detected sexual offense cases for this same period.

Allegations that high-ranking police officers have plotted to overthrow Prime Minister Dr. Kenny Anthony and his St. Lucia Labour Party (SLP) administration have been brought to the attention of Acting Commissioner of Police Errol Alexander, who said the matter is now being discussed at the executive level.

Alexander told the media during a press conference held at the Police Headquarters on Thursday that he has spoken briefly with Dr. Anthony about the allegations, but said he is not aware that the matter is being investigated, explaining that a formal complaint would have to first be made, before action is taken in the matter.

While the acting top cop has deemed the allegation “serious”, he could not state whether in fact a formal complaint has been made or not. Alexander declined to answer the question when asked by reporters, stating that he would not be able to say either “yes or no” and he rather not comment on that aspect of the matter.

Asked whether the police force will launch an investigation, the police chief said: “Well it’s kind of difficult for the RSLPF because we have to be careful how we tread in these circumstances. Allegations are leveled at members of the RSLPF that you don’t know at what level it stops. It may stop at my level.”

He continued:  “You have to understand that for the investigation to start, we need a complainant. From my standpoint I would prefer an external body investigating that against the police.”

President of the Senate Claudius Francis has alleged that several high-ranking police officials are conspiring with the United Workers Party (UWP) to overthrow Prime Minister Dr. Kenny Anthony.

Francis who made this statement during one of his talk-shows also claim to have evidence to prove that his assumptions are true and said that the matter is of grave concern.

A few days after Francis made this statement, Dr. Anthony confirmed it, stating that a “small group” of police officers planned to use the Lambird’s and AIMU investigations, to try to embarrass him personally and three other ministers in his Cabinet.

He disclosed that a senior officer at the centre of the allegations is reported to have openly boasted of his intentions to his colleagues and civilians alike, to bring down him and the Labour government. Nevertheless, Dr. Anthony had told the media that he is not afraid of anyone.

Meanwhile, leader of the United Workers Party (UWP) Allen Chastanet has called on Francis to retract statements he made about an alleged plot between the police and the UWP.

Chastanet said he finds those claims absurd, stating that Francis has brought the office of President of the Senate into disrepute, and it is now necessary that the prime minister address the issue.

Observers have said that if this happens to be true, then Dr. Anthony, Francis and others who claim to have evidence of this alleged coup, should provide it to the police, so that an investigation can commence.

Crime Chief Milton Desir has expressed confidence that more homicides could be solved this year.

Desir made this disclosure at a press conference on Thursday at the Police Headquarters in Castries, during which crime statistics for the period of January to September were released.

The crime chief who assumed office in April of this year, said the country has recorded 24 homicides, 11 of which have been solved.

For the solved cases, persons were formally charged and are now before the courts.

Desir said there are other cases that have been forwarded to the Office of the Director of Public Prosecution (DPP) for further advice, which he believes could lead to prosecution.

He also acknowledged the assistance of members of the public, who have come forward to assist the police with their investigations into these homicides.

However, Desir had said in August of this year that the closure of the forensic lab at Tapion has affected the ability of the Police Force to move forward with a number of serious crimes.

Desir said that his unit would have sent samples to be tested, but because of the closure of the lab, they have not been able to make headway with some of the cases, including the Oliver Gobat murder.

The lab was reportedly short on material to conduct forensic tests, which initially caused operations to slow down at the facility. It was later shut down and remains closed for over five months.

Nevertheless, Desir said the police will continue to work hard to ensure that more of these cases are solved.

Saint Lucia continues to benefit from collaboration with Toronto Police Service

PRESS RELEASE – Last year July, Corporal Marcus George of the Royal St. Lucia Police Force successfully participated in an eight-week training course in Forensic Science, Firearm Examination and Identification and Firearm Verification which was arranged by the Consul General Mr. Michael Willius, through the Toronto Police Service, Ontario Police College (OPC) and Forensic Investigation Service (FIS).

Following this partnership, from May to October this year, Corporal George returned for further training with the Toronto Police Service, the OPC and the FIS where he pursued specialized training in the Firearms Facilitator, Use of Force Trainers and Advanced Firearms Investigation courses.

During his tenure, he continued working with the training staff of the OPC by volunteering his services in the Defensive Tactics area with the training of the Colleges Basic Constable recruits.

Upon completion of the training, Corporal Marcus George received a certificate in Firearms Facilitator Course, Use of Force Trainer course and Advanced Firearms Investigation course.

Allan Phibbs, Deputy Director of Training at the Ontario Police College remarked “During his stay at the OPC he displayed a high level of professionalism and demonstrated the type of leadership we expect to be seen in full time instructional staff. He will be returning to his organization with enhanced skills as a police trainer in the specialized area noted above.”

This collaboration between Corporal Marcus George of the Royal St. Lucia Police Force and the Toronto Police Service and Ontario Police College will undoubtedly be beneficial to Saint Lucia and, will present future training opportunities for furthering the expertise of other Police Officers.

Family members of Kathy Jules, the woman charged with stabbing her longtime boyfriend Dave Monrose to death on Oct. 24, 2015, has said Jules was the victim of domestic violence and not the deceased.

Jules appeared in court on Friday, Oct. 30 on murder charges. She is remanded in prison and is scheduled to reappear in court on Dec. 4.

A relative, speaking to HTS News, said Jules was being abused for over 15 years by Monrose.

“She couldn’t go anywhere, she couldn’t dress, she couldn’t go and drop her kids to school and just stay and talk to someone for five minutes. When she come back she would just get beaten,” the relative alleged.

The relative said Jules, a mother of three, had spoken about her abuse to everyone. The relative pointed out that family members of Jules and Monrose are also aware of what she was going through.

“Only one side of the story you are hearing like she wrong to do that,” the relative told HTS.

On the night of the murder, the relative said Jules apparently “took enough already” and retaliated.

“Enough is enough. She couldn’t even go at her mother home. If she go by her mother and stay too long she will be getting licks.”

Monrose, 31, was stabbed by his lover in New Village at around 8 p.m. on Saturday, Oct. 24. The Carasco & Son Ltd. employee succumbed at Victoria Hospital.

His mother told HTS that the couple “always have ups and downs” but they “got through it”.

Policeman accused of handcuffing, raping woman by gunpoint

rapeA veteran police officer has been accused of handcuffing and raping a woman at gunpoint on Oct. 27, 2015, police sources have confirmed.

The police constable, who has over 20 years in the police force, was not arrested but he is currently under investigation.

Reports are that the alleged victim had a relationship with the police officer.

The woman is from the north of the island.

However, a source close to the investigation told St. Lucia News Online (SNO) that the policeman said he and the woman had consensual sex, and she is only doing this to spite him and destroy his career.

A young man was shot and killed in Coolie Town, Marigot Sunday around 10 p.m.

The victim has been identified as 18-year-old Altheus Duplessis aka ‘Sixty’, who is reportedly from Morne Ciseaux, Jacmel.

A source said the shooting may have stemmed from a feud over a motorcycle.

Reports are that Duplessis was shot three times, including once in the head.

He was rushed to the Victoria Hospital where he was pronounced dead on arrival.

This is the island’s 25th homicide for 2015.

Reports are that the accused, who was based at a popular resort in the north, is suspected of raping a young girl on the Reduit beach Saturday night.

Investigations into the death of local hotelier Oliver Gobat are still ongoing, according to the police.

It was revealed that the lead person in the homicide investigation in St. Lucia recently visited the United Kingdom (UK) to hold discussions with law enforcement officials there.

‎The police official met with the head of the Surrey Police and an investigating team, to discuss the case in greater detail and to exchange information that could help to advance the investigations.

Acting Commissioner of Police Errol Alexander ‎has said this is as far as investigations into Gobat’s death are, while noting that investigations might however “take us out of St. Lucia.”

Alexander also declared that the Royal St. Lucia Police Force (RSLPF) has not received any assistance from the British Government with regards to this murder investigation.

“We are in the process of negotiating ‎with them, for them to assist us, and it is a process. All the investigation that has been done, has been done by the RSLPF,” he explained.

In the September 17, 2015 issue of the Get Surrey Newspaper, it was reported that Home Secretary Theresa May authorise help for the investigation from UK police.

Gang-related? Sixty’s death may be linked to August shooting, sources say

IMG-20151102-WA004Several residents from Coolie Town, Marigot and surrounding communities fear that there could be retaliation for the shooting death of 18-year-old Altheus Duplessis.

The teenager, who is from Morne Ciseaux, Jacmel, was reportedly shot execution-style by an unknown assailant in Coolie Town at around 10 p.m. on Sunday, Nov. 1, 2015.

A source said the teen, also known as Sixty, was gambling when he was shot in the back of the head. He fell on his face.

He was transported to Victoria Hospital where he was pronounced dead by a medical doctor.

However, sources in the community told St. Lucia News Online (SNO) that they believe Duplessis’s death may be linked to a shooting that occurred in Jacmel in late August.

“The person who was shot in August was shot in his abdomen. He didn’t die. His boss slapped Sixty and two days later somebody shot his boys so he said it was Sixty and his friends who did it,” the source said.

They also pointed out that the dead teen’s father was shot in the wee hours of Saturday morning, last weekend. His father is currently in stable condition.

It is believed that Sunday’s homicide is also related to the father’s shooting.

Police sources have also confirmed that the teen’s father was the victim of a recent shooting.

However, several other persons believe that the teen’s death stemmed from a feud over a stolen bike.

BREAKING NEWS: Two 16-year-old females gang-raped in Rodney Bay

Police have launched an investigation into a recent gang rape that occurred in Rodney Bay, Gros-Islet on Monday, between 10:00 and10:30 p.m.

Police Public Relations Officer Zachary Hippolyte confirmed with St. Lucia News Online (SNO) that two females, both 16 years old, were gang-raped by three unknown males.

The females were in an apartment in Reduit Orchard, Rodney Bay at the time of the incident.

“Those males concealed their faces with T-shirts…The men stormed through the apartment through a closed but unlocked door,” Hippolyte told SNO.

Hippolyte said one male was armed with a gun and the females were also robbed of certain items.

Hippolyte said a report was made with the police at around 11:15 p.m. The incident is believed to have occurred about 10 p.m., according to other sources.

“The victims suffered severe lacerations of their vaginas with one being admitted to Victoria Hospital for surgical repair,” one source alleged.

Only recently, a veteran police officer was accused of handcuffing and raping a woman at gunpoint. The officer was not arrested but he is currently under investigation.

And a Jamaican security guard was also accused of raping a young girl and harassing another on the Reduit Beach, Rodney Bay on Saturday, October 31.

In the Third Quarter Crime Statistics Report 2015 it was revealed that sexual offences and crimes against persons were the only major crime categories which recorded an increased number of accepted cases.

PRESS RELEASE – On Monday, November 2, 2015 a post mortem examination was conducted on the body of 44 year old, Gibson Bernard of Over The Bridge Dennery.

The examination revealed that Bernard died as a result of Toxic Ingestion of Gramoxone.

No foul play has been suspected in this incident.
