The potent Colombian marijuana known as “Creepy”.

Two St. Lucian men who were slapped with drug charges in connection with the seizure of Colombian cannabis known as “Creepy” at sea, are scheduled to return to court on Jan. 20, 2016 for hearing, reliable sources have told St. Lucia News Online (SNO).

Gabriel John aka ‘Charity’ or ‘Roy’, 36, of Marigot, and Erskin Henry aka Boko’, 38, of Anse La Raye were both charged for the possession of 20 kilograms (44 lbs) of controlled drugs and possession with intent to supply.

They appeared in the First District Court on November 16, 2015 where they were granted $5,000 cash bail, suitable surety or land document, on each charge.

John and Henry were ordered to surrender their travel documents to the First District Court, report to the Marigot and Anse La Raye Police Stations, respectively, and to remain within 12 nautical miles of the coast of Saint Lucia.

Reports are that on Friday, November 13, 2015, at about 3:25 a.m. the Police Marine Unit was conducting a routine patrol on the northwest coast of the Island when they identified a suspiciously moving fishing vessel about 10 nautical miles off the coast of Marigot and approached it.

The vessel sped towards the coast and its two occupants were observed throwing cargo. The vessel was eventually intercepted about five nautical miles off Marigot.

A large polythene bag was observed floating in the water near the vessel. Upon retrieving the polythene bag, it was found to contain 35 rectangular parcels wrapped in tape and plastic, each containing green plant material suspected to be Colombian cannabis, known on the streets as ‘Creepy’.

Recovery of the remainder of the jettisoned packages proved futile.

The two occupants, the polythene bag containing the 35 rectangular parcels and the fishing vessel Helen V with registration number J6-1229, were escorted to the Marine Base in Castries where the drugs and the occupants – John and Henry – were arrested and handed over to officers of the Drug Unit.

Mary Francis criticises DPP’s handling of IMPACS report

Mary Francis

Mary Francis

Human Rights Activist and Attorney-at-Law Mary Francis has severely criticised the manner in which the Director of Public Prosecutions (DPP) Victoria Charles-Clarke handled the CARICOM IMPACS Report.

Francis believes that the DPP had adequate time to deal with the report and said nothing should have stopped her from ensuring that she dealt with the issue properly before heading to pre-retirement leave.

“If she received that report since March…in terms of the statements that were missing, couldn’t she have gone back to the source and request that information that was so vital to assist her?” she questioned.

The human rights activist said further procedural lapses should not have even prevented her from doing what she was “supposed to do all those months”.

But Charles-Clarke has played up being swarmed with other important issues, particularly working to reduce the number of persons on remand and the backlog of cases.

“I think she could have behaved differently. From March she had the report and realizing the importance of this whole matter she should have treated the thing with more urgency,” Francis added.

Back in October, Francis had said that Charles-Clarke was being lukewarm in her approach towards addressing the IMPACS Report, while noting that the integrity of the inquiry was being undermined.

Francis had said too that despite the DPP has a whole lot of independence, she also have the duty and is accountable as a public servant to make a statement on this situation.

“We have to continue to advocate for justice for these people. I am not going to let it rest. The image of the Police Force is at stake. People’s confidence in the justice system was shaken,” she told HTS News on Tuesday.

Charles-Clarke, who is heading on pre-retirement leave as of this month, only broke her silence on the matter after she was called out by the Minister of Housing Stanley Felix and asked to resign for not being able to deal “efficiently” with the IMPACS Report.

But Charles-Clarke has maintained that the information she received in the IMPACS Report, did not conform to the laws of Saint Lucia and as a result, she had written to the Minister of Home Affairs and the Attorney General on the matter. She also states that there was no proper evidence.

The IMPACS Report was compiled based on an investigation into alleged extra-judicial killings by some members of the Royal Saint Lucia Police Force (RSLPF) between 2009 and 2011.

The report was handed over to the DPP by Prime Minister Dr. Kenny Anthony for action.

firearmPolice are investigating a daring armed robbery that occurred at the Western Union branch in JQ Rodney Bay Mall, Gros-Islet, between 5 p.m. and 6 p.m. this afternoon, Dec. 7, 2015.

Reliable sources told St. Lucia News Online (SNO) that a man walked into the business place, brandished a firearm, demanded money, and walked away with about $50,000 in cash.

According to reports, two employees – a male and a female – were at the counter when the robbery was taking place, and subsequently a female janitor walked in and was allegedly told by the gunman not to say anything or he will shoot.

The assailant, who was described as tall, slim, fair complexion, was reportedly wearing a sunglasses, cap and a “whitish” long sleeve shirt.

However, sources alleged that no security guards were present and the camera/s were not operational.

A source based in the Mall told SNO that a man was observed acting suspiciously earlier in the day.

“We saw a man at the restaurant about fives times and he bought nothing,” said the source.

Western Union is located next to the food court.

SNO understands that, at around the time of the robbery, a man fitting the description of the robber was seen walking “calmly downstairs”.

Police sources theorised that the gunman may have had an accomplice waiting outside in a getaway car.

Western Union is not the only money transfer service robbed in recent times. MoneyGram in Rodney Bay was reportedly robbed of a large amount of cash earlier this year.
